Mit der Schlussakte von Helsinki und den drei "Körben", in denen Handlungsempfehlungen zu Themen der Sicherheitspolitik, zur wirtschaftlichen, wissenschaftlichen und technischen Zusammenarbeit sowie zur Erfüllung von humanitären Maßnahmen verankert waren, läuteten die Vertreter der 35 KSZE-Teilnehmerstaaten eine neue Phase der internationalen Beziehungen ein. Sie schufen nicht nur einen Prinzipienkatalog für das zukünftige zwischenstaatliche Verhalten, sondern mit der Vereinbarung zur Durchführung von Folgekonferenzen auch eine Basis dafür, dass der Dialog zwischen Ost und West in den schwierigen 1970er und 1980er Jahren aufrechterhalten werden konnte. Frankreich, das stets auf den Erhalt seiner privilegierten Stellung in den Ost-West-Beziehungen bedacht war, prägte den KSZE-Prozess an vielen Stellen nachhaltig. Besonders bedeutend war jedoch seine Initiative für die Einberufung einer europäischen Abrüstungskonferenz, die in der verfahrenen Pattsituation nach der Afghanistan- und Polenkrise eine neue Verhandlungsgrundlage schuf und so den Fortgang der Verhandlungen ermöglichte. The CSCE process was largely responsible for keeping alive East-West dialogue during the crisis-ridden period of the 1970s and 80s. France, in full solidarity with the interests of West Germany and with its own important motivations, helped to shape this process through its own disarmament initiative, which continued to have an impact well into the future.
