De Europese Unie vormt de belangrijkste innovatie van het moderne statenstelsel sinds het einde van de middeleeuwen. De Democratisering van de Europese Unie beschrijft en analyseert hoe de invoering van de rechtsstaatstoets de omslag van een traditionele confederatie naar een transnationale democratie teweeg heeft gebracht. Dit brengt met zich mee dat de EU niet meer beantwoordt aan de wetten van het Westfaalse stelsel van Internationale Betrekkingen en is uitgegroeid tot een nieuw soort internationale organisatie met een eigen, transnationaal bestuursmodel.Structurele veranderingen binnen het moderne statenstelsel zijn zeldzaam.
