En 1989, Roger Goetze a accordé quatorze entretiens biographiques au Comité pour l'histoire économique et financière de la France. Il a accepté la proposition de celui-ci de publier sous la forme d'une édition critique les chapitres portant sur sa carrière administrative, réservant pour un deuxième volume sa carrière de banquier public. On découvre ainsi un grand fonctionnaire réformateur, à la carrière exceptionnelle : inspecteur des Finances (1937), directeur des Finances de l'Algérie (1942-1949), directeur du Budget (1949-1956), directeur du cabinet de Pierre Mendès France (1944-1945), conseiller au cabinet du Général de Gaulle (1958) et président de la société pétrolière SNREPAL (1946-1966). Ces entretiens, mis en forme, annotés et confrontés à d'autres sources, apportent un éclairage nouveau sur l'histoire de l'administration des Finances, notamment la direction du Budget, et sur le rôle d'un haut fonctionnaire d'autorité dans l'application d'une politique mais aussi dans la prise de décision. Ils contribuent, en outre, à une meilleure compréhension de la formation des élites de la fonction publique, d'Alger pendant la guerre, de l'histoire de l'Algérie, de la vie politique et économique sous la IVe République, et de l'industrie pétrolière.
