De recente technologische evoluties (interactieve digitale televisie, internetradio’s, nieuws via SMS of MMS, online kranten, film-op-aanvraag, enz.) en de toenemende concentratietendens in de telecommunicatie- en mediasectoren hebben een grondige impact op de aanmaak, verspreiding en consultatie van openbare informatie. Hierdoor worden beleidsmakers en regulatoren gedwongen tot fundamentele reflectie over de bestaande regelgevende kaders. In "Digitale diversiteit - Convergentie van Media-, Telecommunicatie- en Mededingingsrecht" gaat Peggy Valcke na of er in een digitale mediaomgeving nog nood is aan sectorspecifieke regels om het mediapluralisme te vrijwaren, of dat de toepassing van het algemene mededingingsrecht volstaat. Dit boek neemt u mee op een verkenningstocht doorheen het actuele media-, telecommunicatie- en mededingingsrecht. Het biedt als eerste een parallelle analyse van enerzijds de sectorspecifieke regelgeving (het media- en telecommunicatierecht, of "communicatierecht") die direct of indirect gericht is op de totstandkoming van een divers informatieaanbod en van anderzijds het algemene Europese en nationale mededingingsrecht in de communicatiesector. Hierbij wordt nagegaan of dit laatste in staat is niet-economische belangen zoals mediapluralisme te integreren. Het is tevens het eerste Belgische werk waarin een grondige analyse wordt gemaakt van het nieuwe Europese kader voor de elektronische communicatiesector. De materie is bijgehouden tot 1 januari 2004, maar de voornaamste ontwikkelingen in de eerste maanden van 2004 werden zoveel als mogelijk nog geïntegreerd.

In the months after the Federal Communications Commission's (FCC) 2017 decision to repeal network neutrality as US policy, it is easy to forget the decades of public, organizational, media and governmental struggle to control digital policy and open access to the internet. Using dialogic communication tactics, the public, governmental actors and organizations impacted the ruling through YouTube comments, the FCC online system and social network communities. Network neutrality, which requires that all digital sites can be accessed with equal speed and ability, is an important example of how dialogic communication facilitates public engagement in policy debates. However, the practice and ability of the public, organizations and media to engage in dialogic communication are also greatly impacted by the FCC's decision. This book reflects on decades of global engagement in the network neutrality debate and the evolution of dialogic communication techniques used to shape one of the most relevant and critical digital policies in history.
