Le populisme n'est ni une idéologie politique ni un type de régime. C'est un style politique, fondé sur le recours systématique à l'appel au peuple. C'est parce qu'il est une forme vide, remplie à sa manière par chaque leader, que le populisme peut être mis au service d'objectifs antidémocratiques non moins que d'une volonté de démocratisation. Telle est son ambiguïté : il oscille entre une orientation autoritaire et antidémocratique, illustrée naguère par le fascisme italien ou les populismes nationalistes latino-américains, et une orientation hyperdémocratique. Le populisme se reconnaît en outre à l'indétermination et au syncrétisme de ses orientations. Au rejet de la classe politique nationale il ajoute des ingrédients idéologiquement variables, à base de libéralisme économique et de nationalisme ethnique, de libre-échangisme et de protectionnisme, de xénophobie anti-immigrés et de défense " chauvine " de l'Etat-providence, de rejet des élites et de peurs identitaires. Le leader populiste fait un usage particulier, exclusif et systématique du principe de la souveraineté du peuple, à l'exercice duquel il réduit la vie démocratique ; pour défendre sa propre cause, il fait ostensiblement sienne la cause du peuple ; il est aussi ce tribun, guide et sauveur du peuple, qui se présente comme un homme providentiel et faiseur de miracles - ou d'avenirs radieux. L'extension planétaire des mobilisations populistes, à dominante protestataire ou identitaire, est un signe à déchiffrer et invite à un effort de définition auquel se livre Pierre-André Taguieff, à l'issue d'une enquête approfondie.

"The edited book brings together country experts on populism, ethno-territorial politics and party competition. The book consists of twelve empirical chapters, covering seven Western European states (Austria, Belgium, France, Italy, Spain, Switzerland, and the UK) as well as four Central-European states (Croatia, Hungary, Serbia and Poland). It is a collaboration by scholars from across Europe which contributes to the growing literature on populism by focusing on a relatively unexplored research agenda; the intersection on territoriality, ethno-politics and populism. Presenting an original perspective contributing experts use case studies to highlight the territorial dimension of populism in different ways and identify that a deeper understanding of the interactions between populist actors and ethno-territorial ideologies is required.
