Eight essays connected by various common strands. The most important one is the community of the main subject-matter: socialism, capitalism, democracy, change of system. These four expressions cover four phenomena of great and comprehensive importance. Each piece in the book deals with these and the connections between them. One of the Leitmotifs is the “capitalism/socialism” pair of opposites. Capitalism has a history of several hundred years, while the socialist regime existed only for a few decades. But this pair of opposites was central to the history of the twentieth century. This antagonism put its stamp on political thinking, on the foreign policy and military preparedness of every country, and on some appallingly destructive armed conflicts. All these had great secondary influence on each country’s economic development and the standard of living and disposition of its inhabitants. None of the studies is confined to one country—not to Hungary or to any other. Each tries to embrace the problems common to greater units. However, the greater unit comprehended is not the same in each study. One may deal with the capitalist or socialist system in general, another will all the post-socialist countries, and a third the Central East European region. But all extend the analysis beyond the borders of one country.

Many of today's new democracies are constrained by institutional forms designed by previous authoritarian rulers. In this timely and provocative study, Delia M. Boylan traces the emergence of these vestigial governance structures to strategic behavior by outgoing elites seeking to protect their interests from the vicissitudes of democratic rule. One important outgrowth of this political insulation strategy--and the empirical centerpiece of Boylan's analysis--is the existence of new, highly independent central banks in countries throughout the developing world. This represents a striking transformation, for not only does central bank autonomy remove a key aspect of economic decision making from democratic control; in practice it has also kept many of the would-be expansionist governments that hold power today from overturning the neoliberal policies favored by authoritarian predecessors. To illustrate these points, Defusing Democracy takes a fresh look at two transitional polities in Latin America--Chile and Mexico--where variation in the proximity of the democratic "threat" correspondingly yielded different levels of central bank autonomy. Boylan concludes by extending her analysis to institutional contexts beyond Latin America and to insulation strategies other than central bank autonomy. Defusing Democracy will be of interest to anyone--political scientists, economists, and policymakers alike--concerned about the genesis and consolidation of democracy around the globe. Delia M. The contrast between Kuwait and the UAE today illustrates the vastly different possible futures facing the smaller states of the Gulf. Dubai's rulers dream of creating a truly global business center, a megalopolis of many millions attracting immigrants in great waves from near and far. Kuwait, meanwhile, has the most spirited and influential parliament in any of the oil-rich Gulf monarchies. In The Wages of Oil, Michael Herb provides a robust framework for thinking about the future of the Gulf monarchies. The Gulf has seen enormous changes in recent years, and more are to come. Herb explains the nature of the changes we are likely to see in the future. He starts by asking why Kuwait is far ahead of all other Gulf monarchies in terms of political liberalization, but behind all of them in its efforts to diversify its economy away from oil. He compares Kuwait with the United Arab Emirates, which lacks Kuwait's parliament but has moved ambitiously to diversify. This data-rich book reflects the importance of both politics and economic development issues for decision-makers in the Gulf. Herb develops a political economy of the Gulf that ties together a variety of issues usually treated separately: Kuwait's National Assembly, Dubai's real estate boom, the paucity of citizen labor in the private sector, class divisions among citizens, the caste divide between citizens and noncitizens, and the politics of land.

Roland Erne's view of transnational trade union networks challenges the assertion that no realistic prospect exists for remedying the European Union's democratic deficit-that is, its domination by corporate interests and lack of a cohesive European people. His book describes the emergence of a European trade union movement that crosses national boundaries. Erne assesses national and EU-level trade union politics in two core areas: wage bargaining in the European Monetary Union and job protection during transnational corporate mergers and restructuring. The wage coordination policies of the European metal and construction workers' unions and the unions' responses in the ABB-Alstom Power and Alcan-Pechiney-Algroup merger cases, Erne finds, show that the activities of labor are not confined to the national level: labor's policies have undergone Europeanization. This cross-national borrowing of tactics is itself proof of the increasing integration of European states and societies.European Unions is based on an exceptionally wide range of research methods, including statistical analysis, participant observation, and interviews with EU-level, national, and local trade unionists and works councilors. It also draws on a wide range of European, German, French, Italian, and Swiss union documents and a multilingual body of academic literature across several disciplines, including political science, sociology, and law. Erne's multilevel inquiry goes beyond country-by-country comparisons of national cases and his book will prove of great relevance to readers interested in the future of labor, social justice, and democracy in an increasingly integrated world.
