Esta Revisão sobre a Reforma Regulatória no Brasil analisa setores que criam barreiras à concorrência, como regulações que criam obstáculos à entrada de empresas, inibem a entrada de empresas ou restringem atividades em setores profissionais e de rede. De forma complementar, a Revisão também identifica os esforços do governo para desenvolver políticas e ferramentas para melhorar a qualidade das regulações, como avaliação ex ante das regulações, participação social na elaboração de regras e simplificação administrativa. Regulações de alta qualidade podem estimular a produtividade incentivando a alocação eficiente de recursos e promovendo a inovação. Por sua vez, essas medidas podem reduzir os preços para os consumidores, estimular a criação de empregos e ajudar a melhorar os padrões de vida. A Revisão identifica áreas de reforma para alinhar as regulações e os arranjos institucionais do país com as melhores práticas internacionais. Volume 19 in the Research in Political Sociology series is devoted to health problems, challenges and accomplishments in democratic societies. It includes papers addressing health systems, health policies, obstacles to societal healthy behaviors, and/or health conditions that are experienced in democratic societies in the world. The democratic society is understood in a broadly defined term. It includes developed Western democracies, as well as less developed or underdeveloped countries that have democratic system. According to such definition, the category 'democracies' includes democratic countries that have well established democratic system and respect broad network of people rights, as well as democracies that are formally consider democratic states but de facto respect only a few rights or their governments are guided by limited democratic principles. Therefore, the collection of the 19th volume of Research in Political Sociology includes papers addressing these issues in a broad spectrum of countries from India, Sri Lanka and Tanzania, to Sweden, Canada and the United States.

The United States has, in fact, undergone an institutional realignment and has emerged with a weaker, less autonomous bureaucracy. In a book that will interest not only public administration specialists but students of American government generally, William Gormley examines the consequences of the reform efforts of the 1970s and 1980s and seeks to understand why, despite an astonishing number of these efforts, we remain dissatisfied with the results."The American bureaucracy is beleaguered and besieged," writes Gormley. The author explains our situation by analyzing a spectrum of controls ranging from catalytic to hortatory to coercive. Catalytic controls--such as proxy advocacy, environmental impact statements, and freedom-of-information acts--are most flexible, while coercive controls--such as legislative vetoes, executive orders, and judicial take-overs of state institutions--are most rigid. While recommending that controls be tailored both to issues and to bureaucracies, Gormley shows that coercive interventions (or muscles) often generate new bureaucratic pathologies without eradicating old ones. This book applies the conceptual framework of Douglass C. North, John Joseph Wallis and Barry R. Weingast's Violence and Social Orders (Cambridge University Press, 2009) to nine developing countries. The cases show how political control of economic privileges is used to limit violence and coordinate coalitions of powerful organizations. Rather than castigating politicians and elites as simply corrupt, the case studies illustrate why development is so difficult to achieve in societies where the role of economic organizations is manipulated to provide political balance and stability. The volume develops the idea of limited-access social order as a dynamic social system in which violence is constantly a threat and political and economic outcomes result from the need to control violence rather than promoting economic growth or political rights.
