How do civil service management practices differ within and across governments? How do core attitudes of public servants-such as their motivation or satisfaction-differ within and across governments? Understanding how public administrations around the world function and differ is crucial for strengthening their effectiveness. Most comparative measures of bureaucracy rely on surveys of experts, households, or firms, rather than directly questioning bureaucrats. Direct surveys of public officials enable governments to benchmark themselves and scholars to study comparative public administration and the state differently, based on micro-data from actors who experience government first-hand. This paper introduces the Global Survey of Public Servants, a global initiative to collect and harmonize large-scale, comparable survey data on public servants. The Global Survey of Public Servants can help scholars compare public administrations around the world and understand the internal dynamics of governments, with the published Global Survey of Public Servants data freely available online.

An increasing number of regional trade agreements contains provisions that ease access to visas among member countries, which reduces the administrative cost of crossing the border. Combining United Nations data on bilateral stocks of immigrants in the period 1990-2020 with World Bank data on the content of 279 regional trade agreements, this paper presents robust evidence of a positive effect of visa provisions in regional trade agreements on bilateral migration: the presence of visa provisions in regional trade agreements increases the bilateral stock of immigrants by 5.9 percent. This result is robust to an instrumental variable strategy addressing the endogeneity problem. The effect of the inclusion of visa provisions in regional trade agreements is particularly effective among country pairs with different income levels (such as North-South). For this type of country pairs, the presence of visa provisions in regional trade agreements increases the bilateral stock of immigrants by 13 percent. Finally, the paper shows that the effectiveness of visa provisions in regional trade agreements reduces with the anti-immigration sentiment of voters in the destination.

Esta Revisão sobre a Reforma Regulatória no Brasil analisa setores que criam barreiras à concorrência, como regulações que criam obstáculos à entrada de empresas, inibem a entrada de empresas ou restringem atividades em setores profissionais e de rede. De forma complementar, a Revisão também identifica os esforços do governo para desenvolver políticas e ferramentas para melhorar a qualidade das regulações, como avaliação ex ante das regulações, participação social na elaboração de regras e simplificação administrativa. Regulações de alta qualidade podem estimular a produtividade incentivando a alocação eficiente de recursos e promovendo a inovação. Por sua vez, essas medidas podem reduzir os preços para os consumidores, estimular a criação de empregos e ajudar a melhorar os padrões de vida. A Revisão identifica áreas de reforma para alinhar as regulações e os arranjos institucionais do país com as melhores práticas internacionais. Demonstra como um marco regulatório proporcional, claro e eficiente pode gerar melhorias no desempenho econômico do Brasil e no bem-estar de seus cidadãos.
