Since 2011 the Libyan crisis has moved from being a domestic dispute to assuming increasing importance at the international level. Today it represents a crucial issue affecting global security. The intervention of external actors in the Libyan crisis was mainly driven by a desire to direct the transition towards outcomes that would best meet their own political and economic interests. Accordingly, each external player tried to support one specific faction, favoring either the Parliament in Tobruk, upheld by Khalifa Haftar, or the Presidential Council headed by Fayez al-Serraj in Tripoli, the latter being legitimized by the UN as well as by local militias in both Misrata and Tripoli. This report analyzes the troublesome re-building of Libya with a focus on the specific role played by international actors (neighboring and Gulf countries, European nations, Russia and the US) which make it more of an international rather than a domestic issue.

This groundbreaking new volume provides the first comprehensive review of the Libyan conflict of 2011. The book expands on and complements the report of the Libya Commission of Inquiry to the United Nations Human Rights Council, and provides the reader with the information essential to understanding the Libyan conflict, its causes and ramifications, and the difficulties the country faces as it rebuilds in the wake of 40 years of repression and the effects of a brutal civil war. The book provides a historical overview of the country and the ruinous policies of the Qadhafi regime, a chronological review of the evolution of the conflict, a description of the belligerents and their organizational makeup, an account of the NATO intervention and its legality, a basic legal characterization of conduct of the belligerents and the various accountability mechanisms pursued thus far, and an appraisal of the post-conflict period, as well as a detailed factual assessment and legal characterization of ten different theaters of conflict, including Benghazi, Tripoli, Misrata, Sirte and the Nafusa Mountains.

The bloody Libyan Revolution of 2011 that overthrew Muammar Gaddafi and the resurgence of violence between factions since 2014 have led to a terrible displacement crisis, with hundreds of thousands of people uprooted within the country, and hundreds of thousands more forced to seek shelter in neighboring countries, particularly Tunisia. Those who have been uprooted range from beneficiaries of the Gaddafi regime, to persecuted ethnic minorities, to those simply caught in the crossfire. Many of these exiles live in fear of being forcibly returned to Libya where, in the absence of security, rule of law, and a functional transitional justice process, they may face incarceration, torture, and death. The continued displacement of Libyans has significant political, socio-economic, humanitarian, and human rights implications. Drawing on in-depth interviews with policymakers, practitioners, and displaced persons in Libya and Tunisia, this study analyzes the complex dimensions and implications of the Libyan displacement crisis. While resolution of this crisis hinges on a negotiated end to the Libyan civil war, this study seeks to help lay the groundwork for this process by identifying constructive approaches to improve assistance strategies, and, eventually to support durable solutions for displaced Libyans.

The port of Tobruk, Libya, was besieged by German and Italian forces in April 1941. Following an abortive attempt in June, the Allies tried to relieve the siege in late November, when the Eighth Army launched Operation Crusader, which aimed at destroying the Axis armored force then advancing. After a number of inconclusive engagements, the British 7th Armoured Division was defeated by the Afrika Korps at Sidi Rezegh. Edwin Rommel was then forced to withdraw his troops to the defensive line at Gazala, making the operation the first Allied victory over German land forces in World War II. This account of the tank warfare during Operation Crusader in front of Tobruk in the fall of 1941 examines the roles of commanders in the battles of Operation Crusader, in particular the part of Erwin Rommel, who achieved some defensive successes during the battle. As well as examining the part of commanders, it discusses the parameters of the battle: the terrain, weather, visibility, logistics, intelligence, and the forces involved. It then narrates the course of the battle, and the result of the battle.
