Successive Indian governments, from right and left, have remained committed to market-oriented reform since its introduction in 1991. In a well-argued, accessible and sometimes controversial examination of the political dynamics which underlie that commitment, Rob Jenkins challenges existing theories of the relationship between democracy and economic liberalisation. He contends that while democracy and liberalisation are no longer considered incompatible, theorizing over-emphasizes democracy's more wholesome aspects while underestimating its practioners' reliance on obfuscating tactics to defuse political resistance to policy shifts. By focusing on formal political systems, existing research ignores the value of informal institutions. In India it is these institutions which have driven economic elites towards negotiation, while allowing governing elites to divide the opponents of reform through a range of political tactics. In fact, the author argues, it is precisely through such political manoeuvring that democracy survives.

In this book, Daniel Shapiro argues that the dominant positions in contemporary political philosophy - egalitarianism, positive rights theory, communitarianism, and many forms of liberalism - should converge in a rejection of central welfare state institutions. He examines how major welfare institutions, such as government-financed and -administered retirement pensions, national health insurance, and programs for the needy, actually work. Comparing them to compulsory private insurance and private charities, Shapiro argues that the dominant perspectives in political philosophy mistakenly think that their principles support the welfare state. Instead, egalitarians, positive rights theorists, communitarians, and liberals have misunderstood the implications of their own principles, which in fact support more market-based or libertarian institutional conclusions than they may realize. Shapiro's book is unique in its combination of political philosophy with social science. Its focus is not limited to any particular country; rather it examines welfare states in affluent democracies and their market alternatives.

This 2005 book is a comparative history of the economic organisation of energy, telecommunications and transport in Europe in the nineteenth and twentieth centuries. It examines the role that private and public enterprise have played in the construction and operation of the railways, electricity, gas and water supply, tramways, coal, oil and natural gas industries, telegraph, telephone, computer networks and other modern telecommunications. The book begins with the arrival of the railways in the 1830s, charts the development of arms' length regulation, municipalisation and nationalisation, and ends on the eve of privatisation in the 1980s. Robert Millward argues that the role of ideology, especially in the form of debates about socialism and capitalism, has been exaggerated. Instead the driving forces in changes in economic organisation were economic and technological factors and the book traces their influence in shaping the pattern of regulation and ownership of these key sectors of modern economies.
