Abstract

Andreas Krieg examines how state and nonstate actors weaponize narratives in the information space to subvert a target audience or government. One of the most important contributions of the work is his argument that these subversive information operations can achieve strategic, not just tactical effects, through a six-stage process. Subversive information operations rely on networks consisting of a range of virtual, human, and organizational surrogates who help a patron to spread its narratives to subvert the target. This type of subversion is aimed at undermining a community's trust in authority, most notably those established authorities that produce, vet, and disseminate information and knowledge. The subversion of trust between community and authority may eventually threaten sociopolitical cohesion and can mobilize unrest both in the virtual and physical space. After a conceptual discussion, Krieg closely examines subversion campaigns by two states in particular, Russia and the United Arab Emirates (UAE). Krieg concludes by offering recommendations about how vulnerable states and communities can become more resilient.

Abstract

In the last five years the topic of cyber warfare has received much attention due to several so-called "cyber incidents" which have been qualified by many as State-sponsored cyber attacks. This book identifies rules and limits of cross-border computer network operations for which States bear the international responsibility during both peace and war. It consequently addresses questions on jus ad bellum and jus in bello in addition to State responsibility. By reference to treaty and customary international law, actual case studies (Estonia, Georgia, Stuxnet) and the Tallinn Manual, the author illustrates the applicability of current international law and argues for an obligation on the State to prevent malicious operations emanating from networks within their jurisdiction.This book is written for academics in public international law and practitioners from the military and other public security sectors.

Abstract

"In 2011, the United States government declared a cyber attack as equal to an act of war, punishable with conventional military means. Cyber operations, cyber crime, and other forms of cyber activities directed by one state against another are now considered part of the normal relations range of combat and conflict, and the rising fear of cyber conflict has brought about a reorientation of military affairs. Despite the alarmist discussion surrounding the threat of cyber attack, the authors of this book (in a vein similar to Thomas Rid) argue that there is very little evidence that cyber war is, or is likely to become, a serious threat. What Valeriano and Maness provide in this manuscript is an empirically-grounded discussion of the reality of cyber conflict, based on an analysis of cyber incidents and disputes experienced by international states since 2001. They delineate patterns of cyber conflict to develop a larger theory of cyber war that gets at the processes leading to cyber conflict. They find that, in addition to being a little-used tactic, cyber incidents thus far have been of a rather low-level intensity and with few to no long-term effects. Interestingly, they also find that many cyber incidents are motivated by regional conflict. They argue that restraint is the norm in cyberspace and suggest there is evidence this norm can influence how the tactic is used in the future. In conclusion, the authors lay out a set of policy recommendations for proper defense against cyber threats that is built on restraint and regionalism"--

The Middle East is the region in which the first act of cyber warfare took place. Since then, cyber warfare has escalated and has completely altered the course of the MENA region's geopolitics. With a foreword by top national security and cyber expert, Richard A. Clarke, this is the first anthology to specifically investigate the history and state of cyber warfare in the Middle East. It gathers an array of technical practitioners, social science scholars, and legal experts to provide a panoramic overview and cross-sectional analysis covering four main areas: privacy and civil society; the types of cyber conflict; information and influence operations; and methods of countering extremism online.
