Abstract

Technology, Policy, and Inclusion looks at the intersections between public policy and technology in India. It explores the barriers in instituting effective governance and development and examines how these can be mitigated through technological interventions in developing countries. Increased digitisation of the economy has added to the development challenges in India and issues such as exclusion and social inequality. This volume stresses the need for governments to leverage technology to bring more vulnerable and marginalised groups into the fold of financial and social inclusion. It also focuses on the importance of regulation for a responsible integration of technologies and minimising risks. The book includes examples and case studies from different areas including management of the COVID-19 pandemic through digital means, real estate digital infrastructure, digital census, e-markets for farmers, and government interventions that use technology to deliver financial services in remote areas of the country. It also outlines various solutions for fostering equity and socio-economic development. Abstract

At the end of the eighteenth century, before and during the French Revolution, Kant wrote intensively about politics. This book brings together the translations of his principal philosophical-political works, with the editor's annotations, from the essay on Enlightenment through to the writing on progress. The texts are subject to a Creative Commons licence, so that they can be amended without restrictions, retaining the same rights. Open access publication alone can achieve freedom in the public use of reason. The decision to free a classic work from economic monopoly and censure is intended to demonstrate that open access is not an academic theory but a reality that can give value and meaning to the establishment of a public university. Making Kant read means much more than merely reading him.

Le politiche pubbliche in Italia hanno una gestazione difficile ma una messa in opera difficilissima. È normale che a seguito di una politica pubblica si produca una quantità di effetti collaterali non previsti. Così come è altrettanto normale che una politica pubblica determini un impatto che risulta gradito ex post ma che non è identificabile con quello programmato. Tanto che molte politiche fanno pensare più a una scommessa che a un progetto. Ossia sono sempre esposte a un universo di fattori e circostanze che ne può distruggere o cambiare i presupposti teorici al di fuori di qualunque effettiva e misurabile capacità di governo. Ciò è la spia di una fragilità strutturale di un regime democratico e delle capacità di governo che sa esprimere: la sua difficoltà nell'alimentare le proprie politiche con dosi e strumenti di legittimazione sufficienti a conseguire l'efficacia auspicata. È un tema classico della scienza politica che viene rivisitato alla luce delle diverse tipologie di legittimazione empiricamente ipotizzabili e della capacità dello Stato contemporaneo di produrre regolazione sociale.
