Abstract

"In the 1860s, as America waged civil war, several thousand African Americans sought greater freedom by emigrating to the fledgling nation of Liberia. While some argued that the new black republic represented disposal rather than emancipation, a few intrepid men set out to explore their African home. African-American Exploration in West Africa collects the travel diaries of James L. Sims, George L. Seymour, and Benjamin J. K. Anderson, who explored the territory that is now Liberia and Guinea Between 1858 and 1874. These remarkable diaries reveal the wealth and beauty of Africa in striking descriptions of the geography, people, flora, and fauna. The dangers of the journeys surface, too - Seymour was attacked and later died of his wounds, and his companion, Levin Ash, was captured and sold into slavery again." Abstract

"This study analyses democratic transition in the five countries in Anglophone West Africa. Rather than falling into the "normal" trap of a juxtaposition of parallel studies, it uses a methodologically rigorous comparative approach to identify regional trends and specificities. The study shows that democracy is in the region's agenda precisely because it has been denied to the people for too long. There is a determined struggle for human rights because the inhabitant, have been repeatedly stripped of their rights and dignity over time. The study identifies a number of transversal issues that cut across the region, namely: the rise of a militarised security state; a significant increase in public corruption and the primitive accumulation of capital; an intense battle for deepening democracy between civil society and the state; the appropriation of gender politics by the state through the office of "First Ladies"; and the growing disengagement between elections and political choice. The study also discusses both an acceptable regional model - the Ghanaian one, and an unacceptable model - the Liberian example."--BOOK JACKET.

Abstract

The civil war in Liberia has resulted in the destruction of most of its infrastructure. Executive Directors noted the weak revenue performance, the lack of progress on fiscal transparency and accountability, and the poor control and prioritization of government spending. They emphasized the need to address governance, accelerate structural reforms, increase revenue, and improve fiscal transparency. In view of all this, Executive Directors agreed that the procedure to suspend Liberia's voting and related rights in the IMF should be initiated.
