Abstract

Sur la période allant de 2006 à 2010, le renforcement des capacités a été traité comme un thème particulier dans 19 examens par les pairs, compte tenu de son importance croissante dans le domaine de la coopération pour le développement. En outre, la manière dont les membres du CAD soutiennent le renforcement des capacités dans les pays partenaires a été étudiée dans de nombreux autres processus d’examen par les pairs dans le cadre de l’efficacité de l’aide. Ce rapport met en évidence les thèmes et enseignements communs de ces examens relatifs au renforcement des capacités, notamment la coopération technique, qui est l’une des principales formes de l’aide apportée par les membres du CAD aux pays partenaires. Les leçons concernent principalement la façon dont les membres du CAD peuvent adapter leurs pratiques, notamment dans le domaine de la coopération technique, afin d’aider plus efficacement les pays partenaires à développer leurs propres capacités. Le rapport comprend des exemples de pratiques et d’expériences des membres du CAD et décrit les défis que les donneurs auront encore à relever pour améliorer leurs pratiques dans le domaine du soutien au renforcement des capacités.

Abstract

From the anarchy of Somalia to the relative stability of Nepal, fragile and transitional situations represent a broad spectrum of contexts. However, they share some common features: these are risky environments – for the people who live there, for their governments, for neighbouring countries, and for those who seek to provide assistance. Positive outcomes are hard to achieve and the risk of regression in countries emerging from armed conflict is high. International engagement in these situations presents significant risks for donors and implementing partners, but also holds the potential for substantial rewards in terms of improved results and outcomes. Indeed, more often than not, the risks associated with not engaging in these contexts – both for the countries themselves and for the international community – outweigh most of the risks of engaging in the first place. The question therefore is not whether to engage but how to engage in ways that are context-specific and do not come at an unacceptable cost. This publication provides the evidence to help donors understand how to balance risks and opportunities in order to protect the integrity of their institutions while delivering better results to those who need it most.

Abstract

This paper explores the role of foreign aid and remittance inflows in the mitigation of the effects of food price shocks. Using a large sample of developing countries and mobilising dynamic panel data specifications, the econometric results yield two important findings. First, remittance and aid inflows significantly dampen the effect of food price shocks in the most vulnerable countries. Second, a lower remittance-to-GDP ratio is required in order to fully absorb the effects of food price shocks compared to the corresponding aid-to-GDP ratio.

Abstract

This paper examines the staff report for Dominica’s Request for Disbursement under the Rapid Credit Facility. Dominica has been hit by a number of natural disasters during July–September 2011. Although the impact on growth may be limited owing to the localized nature of the damage, the disasters will have large fiscal and balance of payment costs as the government undertakes the necessary rehabilitation work, including relocation of people from the affected areas. Medium-term prospects remain subdued owing to lack of clear growth drivers, with potential growth estimated at about 2 percent.

Abstract

Seychelles’s fiscal stance for 2012 allows maintaining a steady course toward debt reduction. The authorities’ decisions to downsize the loss-making national airline and raise tariffs of public enterprises are crucial steps for easing fiscal pressures and ensuring sufficient capital expenditure, in particular in much-needed infrastructure projects. Price subsidies through the Stabilization Fund will be replaced with targeted transfers to low-income households. The structural reform agenda for 2012 builds on progress made to date, focusing on taxation, public finance management, public enterprises, and the financial sector.

Abstract

This paper discusses key findings of the Second Review for Kenya under the Extended Credit Facility (ECF). Program implementation during the first half of 2011 was in line with the objectives. All quantitative performance criteria and indicative targets for June 2011 have been met. The authorities have requested augmentation of access under the ECF arrangement to deal with the impact of the drought and higher-than-anticipated international prices. They have adopted additional measures to address macroeconomic imbalances.
