Abstract

Les forets du bassin du Congo ont ete protegees <> du fait de l'instabilite politique et des conflits chroniques, des infrastructures insuffisantes et de la faible gouvernance qui ont caracterise la region. Les pays du bassin presentent ainsi toujours un profil caracterise par une large couverture forestiere et des taux de deforestation faible. Toutefois, il existe des signaux qui semblent indiquer que la pression sur les forets du bassin augmente sous l'influence de facteurs varies incluant l'extraction miniere, le developpement des infrastructures routieres, l'agro-industrie, en plus des facteurs traditionnels lies venant d'une l'expansion de l'agriculture traditionnelle et la collecte de bois de chauffe. Les pays du bassin du Congo sont a la croisee des chemins. Ils ne sont pas encore engages de facon irreversible sur une trajectoire de developpement qui s'accompagne ineluctablement d'un cout eleve pour les forets. Ils doivent maintenant trouver une nouvelle voie de developpement qui permette de repondre simultanement au double de developper leurs economies et reduire la pauvrete tout en limitant l'impact negatif de la croissance sur leur capital naturel de la region, et particulierement sur les forets. Ils peuvent encore definir une trajectoire de croissance << respectueuse des forets >>. La question est de savoir comment accompagner le changement economique avec des mesures et des choix politiques intelligents, afin que les pays du bassin du Congo maintiennent leurs extraordinaires actifs naturels et continuent a en tirer avantage a long terme -autrement dit comment se developper en evitant une deforestation massive-. Le rapport Dynamiques de deforestation dans le bassin du Congo : Reconcilier la croissance economique et la protection de la foret est le principal resultant d'un exercice de recherche mene au cours des deux dernieres annees par la Banque mondiale a la requete de la COMIFAC (Commission des Forets d'Afrique Centrale) et les six pays fortement forestiers du bassin - le Cameroun, le Gabon, la Guinee equatoriale, la Republique centrafricaine, la Republique democratique du Congo et la Republique du Congo-. L'etude a combine un exercice de modelisation economique et des analyses sectorielles approfondies, ainsi que des simulations interactives avec les experts de la sous-region. L'etude Dynamiques de deforestation dans le bassin du Congo : Reconcilier la croissance economique et la protection de la foret analyse les pressions 'presentes et futures- venant des differents secteurs de l'economie sur les forets du bassin et met en avant des options politiques permettant de stimuler une croissance verte et inclusive. Les nouveaux financements environnementaux, comme le mecanisme REDD+ dans le cadre des negociations sur le changement climatique, peuvent fournir des ressources additionnelles que les pays peuvent utiliser pour proteger leurs forets. Mais d'ores et deja, il existe des mesures << sans regret >>que les pays peuvent mettre en cuvre pour croitre sur une trajectoire durable.

Abstract

This paper surveys the current state of knowledge concerning the value of the Amazon rainforest, including a survey of work to date to quantify changes in economic values when the rainforest cover changes. The focus is on local and regional impacts of forest loss or protection, including both gross values of forest protection and opportunity costs of converting the forest to other uses including agriculture. Important gross value items surveyed are timber and non-timber product extraction from a sustainably maintained rainforest; local values of eco-tourism; biological resources including bio-prospecting; a range of hydrological impacts including watershed protection, hydropower production, and changes in rainfall patterns; and impacts of forest fires and their control. Mapping such values in geographical space is of high value for implementing efficient and effective (Reducing Emissions from Deforestation and Forest Degradation) programs for protecting the remaining forest. The current data basis for such mapping is found to be quite weak and in need of improvement for all value elements.
