Die Frage, welchen Einfluss die europäische Integration auf die verfassungsmäßige Ordnung der Bundesrepublik Deutschland ausübt, war bis vor wenigen Jahren eine Nebenfrage. Sie betraf im wesentlichen das Problem der Sicherung der Grundrechte. Die europäischen Gemeinschaftsbestrebungen schienen vereinbar mit dem, was das Grundgesetz über Wesen und Gestalt des deutschen Staates bestimmte.Wie es nicht zuletzt die Beschlüsse der Regierungskonferenz von Maastricht widerspiegeln, hat sich dieser Zustand erheblich verändert. Die Europäische Gemeinschaft zieht mehr und mehr von den staatlichen Aufgaben und Verantwortlichkeiten an sich. Eine fortschreitende Entwicklung zeichnet sich ab, als deren Resultat wir uns fragen müssen, wie viel von dem Staat, den das Grundgesetz definiert und trägt, sich wird bewahren lassen.Die Publikation soll einen Beitrag zu den zentralen Verfassungsfragen liefern, die sich künftig im Verhältnis von deutscher und europäischer Verfassungsentwicklung stellen. Diesem Band ist zum besseren Verständnis ein ausführlicher Textauszug aus dem Vertrag über die Europäische Union beigefügt.Der Beitrag stellt eine erweiterte Vorabveröffentlichung aus der 2. Auflage des "Handbuch des Verfassungsrechts" dar (Hrsg. Ernst Benda, Werner Maihofer, Jochen Vogel), die 1994 erschienen ist.
