Approximately one billion people globally lack government-recognized identification. As a consequence, they face barriers to accessing critical services and exercising their rights. Robust, inclusive, and responsible foundational identification (ID) systems2 can be transformative for a country's development and for the welfare of its poorest and most vulnerable populations by enabling financial inclusion, the empowerment of women and girls, access to basic services, social safety nets, and political participation. Moreover, at a systemic level, leapfrogging traditional paper-based approaches in favor of digital identification systems can generate significant benefits across the public and private sectors by increasing efficiency and accountability (chiefly through the reduction of fraud, leakages, and waste in public programs) as well as driving innovation in service delivery (through the use of mobile or digital payments, for instance). As governments across the globe are implementing new, digital foundational identification systems or modernizing existing ID programs, there is an urgent need to develop accurate estimations of the associated costs. There are a handful of existing analyses that have attempted to estimate the overall cost of foundational ID systems: for instance, Gelb and Diofasi Metz (2018) estimate that it is likely to cost a low income country roughly 0.6 percent of GDP to build a foundational ID system, or about USD 4-11 investment per registrant for enrolment and credential issuance. The same study cites figures for a few countries suggesting recurrent costs of around 0.06-0.1 percent of gross domestic product (GDP). As the authors point out however, few data points exist and these figures may not apply to different types of systems or to all countries.

Maar geldt deze gouden regel bij het samenwerken op het voetbalveld ook voor professionals en organisaties? Het antwoord leest u in Tweebenig samen werken. Adviseurs, bestuurders, wetenschappers, ambtenaren, managers en een voetbaltrainer delen hun kennis en ervaringen over tweebenig samen werken.Taaie maatschappelijke opgaven vragen om steeds meer samenwerking tussen publieke, maatschappelijke en private partijen. Vaak ontstaat op het grensvlak tussen deze organisaties spanning: belangen, identiteiten, werkwijzen en loyaliteiten botsen. Mensen die op dit grensvlak (samen)werken - de grenswerkers - staan met één been in de binnenwereld van hun eigen organisatie en één been in de buitenwereld en ervaren de spanning vaak het eerst. Deze spanningen maken zowel de interne als externe samenwerking uitdagend.Spanningen zien we vaak als negatief. Ten onrechte. Juist op de grensvlakken wordt het door de verschillen spannend en staat iets waardevols op het spel. Tweebenige voetballers als Cruijff en Van Basten kunnen acties met beide benen inzetten, zijn creatiever in het maken van combinaties en kunnen vanuit meer posities scoren. Ook organisaties en professionals die beide kanten van de spanning kunnen combineren, zijn succesvoller. Zij lossen de spanningen niet op, maar maken de (schijnbare) tegenstellingen hanteerbaar en productief. Het is niet 'het een of het ander', het is en-en. While Cambodia has achieved stellar growth and poverty reduction over the last two decades, the next wave of growth is anticipated to come from increasing value-added as well as nurturing new sectors such as the Digital Economy. Over the past two decades, facilitated by preferential trade treatment and strong foreign direct investment inflows, growth and job creation have been taking place in activities with relatively limited value added, such as garment manufacturing, rice cropping, and construction. In recent years, Cambodian authorities have issued several policy documents relevant to digital development. Overall, the objectives and high-level program goals are generally consistent with international good practice, and envisage partnerships between the Government and the private sector at multiple levels. The Rectangular Strategy Phase III 2013-2018 highlights the need to further develop e-Government and encourage the private sector to invest in technology. This was followed in 2014 by the approval of the Cambodia ICT Master Plan 2020 which aims to improve ICT industry and human resources development, internet connectivity, cybersecurity, and government e-services-and in 2016 by the Telecoms and ICT Policy which outlines policy measures and associated targets to expand ICT infrastructure and develop ICT human capacity. In addition, a draft Cambodia e-Government Master Plan 2017-2022 has been drafted, although not yet adopted. The draft outlines programs to provide quality information and digital services, in collaboration with prospective beneficiaries; connect with people on public policies and decisions, in particular through social media; and increase government efficiency by establishing basic foundations for digital government (e.g. cloud, enterprise architecture, intensive staff capacity building) and a government portal on which ministries can host their services. Numerous institutions across Government are tasked with the implementation of these policies and strategies. This policy note responds to a request from the Royal Government of Cambodia for the World Bank to assess the current state of its Digital Economy and identify policies to further develop it.The Policy Note applies the analytical framework presented in the World Bank's World Development Report 2016: Digital Dividends, to identify challenges and suitable policy options, and it is intended to inform the preparation of the upcoming Rectangular Strategy Phase IV (2018-2023).
