This volume surveys the evolution of the international order in the quarter century since the end of the Cold War through the prism of developments in key regional and functional parts of the 'liberal international order 2.0' (LIO 2.0) and the roles played by two key ordering powers, the United States and the People's Republic of China. Among the partial orders analysed in the individual chapters are the regions of Europe, the Middle East and East Asia and the international regimes dealing with international trade, climate change, nuclear weapons, cyber space and international public health emergencies, such as SARS and ZIKA.

This book has its roots in a conference on Law and World Affairs held in the Faculty of Law, University of Toronto, in 1964. Specialists representing government, universities and the press met to discuss the response of the West in general, and of Canada in particular, to recent far-reaching changes in Soviet external relations.

How can two enemies, locked into a spiral of fear and insecurity, transform their relationship into a trusting one? 'Trusting Enemies' argues that the field of international relations has not done a good job of answering this question. This is because it has been looking in the wrong place. Where trust-building has been theorized by the discipline of international relations, the focus has been on the state and the individual. This text argues that there is a need to appreciate the importance of a new level of analysis in trust research-the interpersonal.

The author has three goals in writing this book. The first is to explore large-group identity such as ethnic identity, diplomacy, political propaganda, terrorism and the role of leaders in international affairs. The second goal is to describe societal and political responses to trauma at the hands of the Other, large-group mourning, and the appearance of the history of ancestors and its consequences. The third goal is to expand theories of large-group psychology in its own right and define concepts illustrating what happens when tens of thousands or millions of people share similar psychological journeys. The author is a psychoanalyst who has been involved in unofficial diplomacy for thirty-five years. His interdisciplinary team has brought "enemy" representatives, such as Israelis and Arabs, Russians and Estonians, Georgians and South Ossetians, together for dialogue. He has spent time in refugee camps and met many world leaders.

"The interventions have ranged between benevolent exchanges to powerful influences as well as military domination. Although interpersonal and group influence has been an important domain of study in Social Psychology, we propose to take a fresh look at these phenomena from the specific orientations provided by the discipline of Cultural Psychology. In this perspective, meaning making processes becomes a key for understanding the everyday experiences of the receivers and agents of intervention. In this volume, we see how attending to meaning-making processes becomes crucial when researching or intervening within cultural encounters and global everyday life.
