Little is known about how far-reaching decisions in UN Security Council sanctions committees are made. Developing a novel committee governance concept and using examples drawn from sanctions imposed on Iraq, Al-Qaida, Congo, Sudan and Iran, this book shows that Council members tend to follow the will of the powerful, whereas sanctions committee members often decide according to the rules. This is surprising since both Council and committees are staffed by the same member states. Offering a fascinating account of Security Council micro-politics and decision-making processes on sanctions, this rigorous comparative and theory-driven analysis treats the Council and its sanctions committees as distinguishable entities that may differ in decision practice despite having the same members. La justice se heurte à un terrible constat : elle ne répond pas aux attentes des citoyens du XXIe siècle. Dans notre vie quotidienne, nous sommes devenus habitués à bénéficier d'un service en ligne, de bonne qualité, rapide et abordable financièrement. La justice, c'est tout le contraire. Elle évolue dans un monde de papier, elle est lente, elle est coûteuse et la qualité des jugements n'est pas toujours au rendez-vous. Ce décalage, qui grandit jour après jour, pourrait bien signifier la fin d'un service public de la justice, les citoyens préférant recourir à des modes privés de résolution des litiges ou ne pas demander justice du tout, faute de moyens ou de patience. Les robots ont le potentiel de sauver la citadelle de la justice. Automatiser les litiges rendrait le fonctionnement des cours et tribunaux plus efficient et même plus juste. Mais à quel prix ?
