In his discussion of the institutional features of the ECB, the author emphasises how the future European monetary authority is firmly rooted in the legal framework of Community law. The consequences of a monetary split between members of the monetary union and States remaining outside are analysed. The author proposes solutions to the difficulties which such a division - if not strictly temporary, during the phasing-in of Member States which lack economic convergence with the single currency area - is likely to entail, for the functioning of the European Community ER -
