Abstract

Given the key role of funding in supporting terrorist operations, counterterrorism finance (CTF) efforts often focus on tracking money and preventing financial transactions that might be used to support attacks and other terrorist activities. However, the success of these strategies in reducing terrorist access to official currencies has raised concerns that terrorist organizations might increase their use of such digital cryptocurrencies as Bitcoin to support their activities. Current cryptocurrencies are not well matched with the totality of features that would be needed and desirable to terrorist groups but might be employed for selected financial activities. The authors' research shows that, should a single cryptocurrency emerge that provides widespread adoption, better anonymity, improved security, and that is subject to lax or inconsistent regulation, then the potential utility of this cryptocurrency, as well as the potential for its use by terrorist organizations, would increase. Regulation and oversight of cryptocurrencies, along with international cooperation between law enforcement and the intelligence community, would be important steps to prevent terrorist organizations from using cryptocurrencies to support their activities.

Abstract

"This report describes decision-support tools, including models and nonmodeling approaches, that are relevant to infectious disease prevention, detection, and response and aligns these tools with real-world policy questions that the tools can help address. The intended audience includes technical experts - for example, modelers and subject-matter experts - and the policymakers that those experts can support. On one hand, this overview should help modelers and other technical experts understand the questions that policymakers will raise and the decisions they must make. On the other hand, many policymakers can benefit from a basic understanding of the capabilities and limitations of the different tools that may inform their decisions. This report describes the characteristics, requirements, uses, applicability, and limitations of three classes of theory-based models (population, microsimulation, agent-based simulation) and two classes of statistical models (regression-based and machine-learning), as well as several complementary nonmodeling decision-support approaches. The report then aligns all of these tools and approaches with a set of real-world policy questions. Finally, based on a review of published literature, an assessment of the different models and nonmodeling approaches, and recent experiences (such as the 2009 influenza pandemic), the authors recommend nine best practices for using modeling and decision-support tools to inform policymaking"--

Abstract

"In an effort to support U.S. Air Force space community resilience objectives, researchers conducted a review of the academic literature defining and describing resiliency in various domains, and case-study reports about how organizations build resilient missions. This report summarizes key findings from this review that have broad application to any organization seeking to enhance resilience, which includes the space community. This report presents the approaches taken by three different types of communities to develop and maintain resilient operations. The discussion presented in this report illustrates three methods for building resilience, each illustrated by the approach of one community; resilience through withstanding an adverse event (impact avoidance and robustness), resilience through adaptation and flexibility, and resilience through recovery and restoration. These approaches are broadly described in this report as: withstand, adapt, and recover. Communities seeking to develop more resilient operations can gain insight from applying the various methods described in the literature, and applying lessons derived from similar operational environments and how they addressed resilience. Recognizing that any given organization can incorporate all three of these approaches in various parts of an overall resilience plan, this report seeks to highlight organizations that will be most likely to emphasize one of these approaches over another"--Publisher's description.

"This report examines the feasibility for non-state actors, including terrorist and insurgent groups, to increase their political and/or economic power by deploying a virtual currency (VC) for use in regular economic transactions. A VC, such as Bitcoin, is a digital representation of value that can be transferred, stored, or traded electronically and that is neither issued by a central bank or public authority, nor necessarily attached to a fiat currency (dollars, euros, etc.), but is accepted by people as a means of payment. We addressed the following research questions from both the technological and political-economic perspectives: (1) Why would a non-state actor deploy a VC? That is, what political and/or economic utility is there to gain? How might this non-state actor go about such a deployment? What challenges would it have to overcome? (2) How might a government or organization successfully technologically disrupt a VC deployment by a non-state actor, and what degree of cyber sophistication would be required? (3) What additional capabilities become possible when the technologies underlying the development and implementation of VCs are used for purposes broader than currency?"--Page 4 of printed paper wrapper.

"An element of thwarting terrorist attacks is observing suspicious individuals over time with such diverse means as scanners and other devices, travel records, behavioral observations, and intelligence sources. Such observations provide data that are often both complex and "oft" -- i.e., qualitative, subjective, fuzzy, or ambiguous -- and also contradictory or even deceptive. Analysts face the challenge of heterogeneous information fusion -- that is, combining such data to form a realistic assessment of threat. This report presents research on various heterogeneous information fusion methods and describes a research prototype system for fusing uncertainty-sensitive heterogeneous information. The context is counterterrorism, for both military and civilian applications, but the ideas are also applicable in intelligence and law enforcement."--Back cover.

Abstract

Resilience is the ability of a system, architecture, or organization to maintain critical capabilities during and following a threat or disruption. Assuring resilience can be a costly endeavor, and it requires innovative approaches in a financially constrained environment. Often these innovative approaches lead to modifications of non-materiel aspects of a system or organization; such aspects include emergency response planning, organizational culture or structure, and training. The impact of these modifications is challenging to quantify. This report is the result of a project that sought to identify non-materiel solutions for improving the resilience of the U.S. space enterprise and to develop an analytical approach for evaluating the impacts of the potential improvements. The authors conducted a review of industry methods for evaluating the materiel elements of space resilience and used concepts from those methods to develop a process for evaluating the non-materiel resilience of a system. Abstract

"Space is now a congested, contested, and competitive environment. Space systems must become more resilient to potential adversary actions and system failures, but changes to space systems are costly. To provide a complete look at resilience and possibly realize some benefit at lower cost, the Air Force asked RAND to identify non-materiel means--doctrine, organization, training, leadership and education, personnel, facilities, and policy--to enhance space resilience over the near and far terms. The authors developed implementation options to improve resilience based on a notional space protection operational concept: enhancing the capability of space operators to respond, in a timely and effective manner, to adversary counterspace actions. Operators need actionable information, appropriate organization and tactics, and dynamic command and control, supported by appropriate tools and decision aids, relevant training and exercises, and qualified personnel brought into the career field. The authors also recommend that Air Force Space Command develop a formal, end-to-end, space protection concept of operations (CONOPS) that captures all elements needed to improve resilience. In addition, the CONOPS could potentially follow the tenet of centralized control and decentralized execution in certain situations, such as when responding to adversary counterspace actions. For the near-term options, the rough order of magnitude (ROM) nonrecurring engineering (NRE) cost of implementation is estimated to be between $2.5 million and $3.6 million. For the far-term options, the ROM NRE cost is estimated to be between $109 million and $166 million, with the ROM recurring cost between $4 million and $5.4 million per year"--Publisher's description.
