The Euro crisis has led to an unprecedented Europeanization and politicization of public spheres across the continent. In this volume, leading scholars make two claims. First, they suggest that transnational crossborder communication in Europe has been encouraged through the gradual Europeanization of national as well as issue-specific public spheres. Second, the politicization of European affairs - at the European Union (EU) level and in the domestic politics of member states - is inevitable and here to stay. Europeanized public spheres, whether elite media, mass media, or social media such as the internet, provide the arenas in which the politicization of European and EU issues takes place. European Public Spheres explores the history of these developments, the nature of politicization in the public spheres as well as its likely consequences, and the normative implications for European public life.

In exploring the special nature of alliances among democracies, Thomas Risse-Kappen argues that the West European and Canadian allies exerted greater influence on American foreign policy during the Cold War than most analysts assume. In so doing, he challenges traditional alliance theories that emphasize strategic interactions and power-based bargaining processes. For a better understanding of the transatlantic relationship, the author proposes that we instead turn to liberal theories of international affairs. Accordingly, liberal democracies are likely to form the "pacific federations" described by Immanuel Kant or "pluralistic security communities" as Karl W. Deutsch suggested. Through detailed case studies, Risse-Kappen shows that the Europeans affected security decisions concerning vital U.S. interest during the 1950-1953 Korean war, the 1958-1963 test ban negotiations, and the 1962 Cuban missile crisis--all during a span of time in which the U.S. enjoyed undisputed economic and military supremacy in the alliance. He situates these case studies within a theoretical framework demonstrating that the European influence on decision-making processes in Washington worked through three mechanisms: norms prescribing timely consultations among the allies, use of domestic pressures for leverage in transatlantic interactions, and transnational and transgovernmental coalitions among societal and bureaucratic actors. The book's findings have important repercussions for the post-Cold War era in that they suggest the transatlantic security community is likely to survive the end of the Soviet threat.

Taking a fresh look at the impact of non-state actors on world politics and on the foreign policies of states, this book revives the debate on transnational relations which started in the 1970s. This debate withered away in the face of state-centered approaches, but this book's new approach emphasizes the interaction of states and transnational actors, arguing that domestic structures of the state as well as international institutions mediate the policy influence of transnational actors. Empirical chapters examine the European Economic and Monetary Union, US-Japanese transnational relations, multinational corporations in East Asia, Soviet and Russian security policy, democratization in Eastern Europe, and ivory management in Africa. The book concludes with chapters discussing the theoretical implications of the findings in the empirical studies.

In A Community of Europeans?, a thoughtful observer of the ongoing project of European integration evaluates the state of the art about European identity and European public spheres. Thomas Risse argues that integration has had profound and long-term effects on the citizens of EU countries, most of whom now have at least a secondary "European identity" to complement their national identities. Risse also claims that we can see the gradual emergence of transnational European communities of communication. Exploring the outlines of this European identity and of the communicative spaces, Risse sheds light on some pressing questions: What do "Europe" and "the EU" mean in the various public debates? How do European identities and transnational public spheres affect policymaking in the EU? And how do they matter in discussions about enlargement, particularly Turkish accession to the EU? What will be the consequences of the growing contestation and politicization of European affairs for European democracy? This focus on identity allows Risse to address the "democratic deficit" of the EU, the disparity between the level of decision making over increasingly relevant issues for peoples' lives (at the EU) and the level where politics plays itself out-in the member states. He argues that the EU's democratic deficit can only be tackled through politicization and that "debating Europe" might prove the only way to defend modern and cosmopolitan Europe against the increasingly forceful voices of Euroskepticism.
