'Fragile States' in an Unequal World: The Role of the g7+ in International Diplomacy and Development Cooperation introduces the members of the g7+, a group formed by 20 conflict-affected states: why they came to believe in politics and policy; how they feel about their work, their family and their communities; and what they want to leave behind for the next generations. It is the story of their personal and collective values, their mistakes, and the challenges they faced, and it will resonate with anyone who has tried to organize and work with a group of very different people. This book is also a contribution for those seeking to influence international policy, especially from a disadvantageous position. The Covid-19 pandemic could not have come at a worse time, as many countries in the MENA region remain engulfed in vicious internal conflicts or must cope with structural socio-economic distress and popular dissent. In many respects, such a context and many of its problems resemble those that formed the backdrop for the Arab Spring in 2011. Exactly like what happens with humans, who are hit the hardest when presenting pre-existing conditions, MENA states have been impacted because of their own pre-existing conditions. In this sense, the Covid-19 pandemic has laid bare all the vulnerabilities and deficiencies of these states' structures, and has aggravated pre-existing political, social, and economic shortcomings. How has the pandemic impacted state structures? What is its effect on organized protests and spontaneous popular movements? What are the possible long-term consequences?

Abstract

Madagascar, sixième pays le plus pauvre du monde, a connu des crises politiques répétées depuis son accession à l'indépendance en 1960, conduisant à un recul spectaculaire du revenu par habitant depuis lors. Le retour de la stabilité politique depuis 2014, confirmé par la première transition politique démocratique et pacifique intervenue en 2018 et le retour au pouvoir de l'ancien chef de l'État Andry Rajoelina, a permis le réengagement progressif de la communauté internationale et le retour de la croissance. L'économie malgache, soutenue par une démographie dynamique et une demande intérieure croissante, a aussi su tirer profit de ses avantages comparatifs (richesses naturelles, faible coût de la main-d'œuvre et bonne connexion à haut débit urbaine) et a vu se développer les secteurs orientés vers les exportations. La croissance connaît ainsi une accélération depuis 2016 sur un rythme moyen de 4,3 % par an, tirée par l'extraction minière ayant contribué à un cinquième de la croissance du produit intérieur brut (PIB) entre 2015 et 2018. Après une croissance pour 2019 estimée à 4,8 %, la crise économique mondiale liée à la pandémie de la Covid-19 devrait mettre un coup d'arrêt temporaire à cette dynamique. Selon les prévisions du Fonds monétaire international (FMI) d'octobre 2020, Madagascar devrait entrer en récession en 2020 à hauteur de -3,2 % contre 5,2 % de croissance initialement prévue, à cause de la chute de la demande mondiale, en particulier du ralentissement des industries textiles et minières ainsi que du tourisme. La croissance ne devrait cependant pas se trouver durablement affectée, et une reprise est attendue en 2021 à hauteur de 3,2 %. Madagascar dispose de nombreux atouts, qui pourraient permettre un rattrapage économique et une sortie progressive de la pauvreté.

Abstract

The authors construct aggregate governance indicators for six dimensions of governance, covering 175 countries in 2000-01. They apply the methodology developed in Kaufmann, Kraay, and Zoido-Lobaton ("Aggregating Governance Indicators", Policy Research Working Paper 2195, and "Governance Matters", Policy Research Working Paper 2196, October 1999) to newly available data at governance indicators comparable with those constructed for 1997-98. The data is presented I the appendix, and accessible through an interactive Web-interface at http://www.worldbank.org/wbi/governance/govdata2001.htm.
