Abstract

This paper documents access to services and ownership of infrastructure-related durables in the water, energy, telecom, and transport areas, based on harmonized household survey data covering 1.6 million households in 14 Latin American countries during 1992 to 2012. The paper provides a systematic disaggregation of access and ownership rates at different levels of income and over time, and econometrically derives the country infrastructure premium, a measure of how much a household benefits from simply being located in a given country. The results show extensive inequality of access, within countries across the income distribution, but also across countries for households at similar levels of income. For water and electricity, for example, up to two-thirds of the variability in individual percentile access to infrastructure services and consumption of related assets can be explained by country residence only. In addition, few country fundamentals appear to be significant in explaining this variability, pointing to policy differences as an important determinant. The paper derives the income elasticity of infrastructure access for the full set of indicators, and uses these to estimate the time that would be needed to close the remaining gap for households at different levels of the income distribution under a "business as usual" hypothesis. Under that scenario, universal access appears to be decades away for many countries in the region. The last part discusses the policy challenges, arguing that in a context in which public budgets face strong constraints and significant increases in private investment are unlikely to be forthcoming, a large part of the solution lies in refocused investment strategies, better demand management, and improved public spending efficiency.

Abstract

In a polygamous society, all monogamous women are potentially at risk of polygamy. However, the anthropological and economic literatures are silent on the potential impact of the risk of polygamy on the economic decisions of monogamous wives. This paper explores this issue in Senegal, using individual panel data. The paper first estimates a Cox model for the probability of transition to polygamy. Second, it estimates the impact of the predicted risk of polygamy on monogamous wives' savings. The findings show a positive impact of the risk of polygamy on female savings entrusted to formal or informal institutions, which is suggestive of self-protective strategies. The increase in savings comes at the cost of reduced consumption of household food expenditures and wives' private nonfood expenses.

Abstract

Afghanistan has been in protracted conflict for almost four decades, with direct implications on progress towards development objectives. This context of recurring episodes of violence and insecurity, economic and political instability, and the consequent displacement of populations within and outside the nation's borders has important implications on the landscape of data and evidence available for the design, implementation, monitoring and evaluation of interventions and programs, and their timeliness and relevance. Afghans represent the world's largest and most protracted refugee population, with an estimated 3.5 million people currently living abroad as refugees for more than four decades. Given the large disparities in poverty incidence and high levels of inequality within Afghanistan, the knowledge of living standards at more disaggregated geographical levels of districts and nahias could help inform policy design and improve decision making at a sub-province level. Therefore, poverty mapping, which aims at estimating poverty incidence at levels lower than the household survey, was applied in Kabul and Herat provinces. This technical report describes the methodology and data used to produce the Kabul and Herat poverty maps and presents the resulting collection of poverty maps, the first of its kind for Afghanistan. The structure of the report is as follows. Section 2 outlines the poverty mapping methodology, specifically the small area estimation approach, applied in Afghanistan. Section 3 discusses the data sources and the various technical challenges faced with the datasets. Section 4 discusses the modeling phase, including model selection, model parameters, and assumptions. Section 5 presents the poverty maps at a district and nahia level, and section 6 concludes. The Annexes contains supporting data and analysis.
