Abstract

L'éducation plurilingue est un projet de formation qui cherche à répondre à la diversification linguistique croissante des sociétés et aux mobilités accrues des personnes, dans l'espace européen et ailleurs. Elle est devenue un thème de réflexion central pour la conception et l'organisation de l'enseignement des langues. Ce projet, qui a de multiples origines, a surtout été diffusé par le Cadre européen commun de référence pour les langues (Conseil de l'Europe, 2001), mais cet instrument n'offre que peu d'indications sur les moyens concrets de le mettre en œuvre. Ce sont les institutions scolaires nationales, les didacticiens, les formateurs d'enseignants et les enseignants eux-mêmes qui ont été amenés à donner corps à cette finalité éducative tenue pour stratégique. Et c'est ce dont témoignent à nouveau, de manière exemplaire dans leur variété, les contributions réunies dans ces deux volumes.

Abstract

This second volume of Language Issues in Comparative Education, following the tradition of the first, introduces the state of the field, re-establishes core terminology and concepts, and situates the chapters in terms of their contributions to multilingual education based on non-dominant languages. The first group of chapters examines language-in-education policy change, applying an innovative framework to analyze diverse contexts including Mozambique, Estonia and the Philippines. The next group of chapters describes activities designed to implement multilingual education. Using examples from Chad, Ethiopia, Kenya and Nepal, they explore progress in teacher professional development and elaboration of materials for literacy and learning through non-dominant languages. Some highlight new areas of the field, attending to speakers of non-dominant languages other than the ones chosen for instruction, and to the urgent multilingual needs of refugee learners. The final group of chapters presents strategies for research and advocacy, illustrated with examples from DR Congo, Uganda and India. Taken together, these contributions form a cohesive body of work that takes stock of advances in multilingual education and moves the field forward. Most education settings in South Africa and other post-colonial emerging economies are multilingual and diverse. Indeed, multilingual classrooms have become commonplace in developed countries as well. Yet many countries in post-colonial Sub-Saharan Africa use English as a medium of instruction in multilingual contexts from the early grades. The implications of this practice for teaching and learning are multifaceted. Its negative effects on achievement, retention and dropout rates, psychosocial wellbeing and community development cannot be overstated and are well documented.Societal emancipation and transformation begin in the education setting, and no transformation discourse can be successful if the issues surrounding multilingualism are not properly addressed. Teaching and learning pedagogies that ignore the complexities and dynamics of multilingual classrooms are simply reinforcing past worldviews and improved learner-achievement results cannot be expected unless things are approached differently.This book, written by authors from across Africa from first-hand experience in research and teaching, focuses mainly on teaching pedagogy and on evidenced-based analysis and guidelines.
