Abstract

Populism is a category which is often abused in current public discourse. It is an issue that is usually looked at from the perspective of political science or cultural studies, while historians have rarely confronted it. Nonetheless, the study of historical cases of populism is a necessary preliminary task for an in-depth examination of the topic. This book opens up a channel of dialogue among political scientists, sociologists, philosophers and historians in order to launch a debate on the declination of the populist phenomenon. The essays here consist of the reflections of various scholars on several national cases through a survey conduced on a large temporal and spatial horizon, from the experiences developed in Eastern Europe at the end of the nineteenth century to the more recent events of Ukraine's revolution at the end of the twentieth; and from the first case of a populist party in the US to the examples of the Italian political scenario in the 1980s, in order to identify which historical perspective would be the most suitable for understanding populism and if populism can actually be considered a category that fits into the historical investigation of these phenomena.

Abstract

This volume brings together a range of scholars dissatisfied with the mainstream of the populism debate. It intends to bring forward a perspective which envisions populism not simply as a negative aspect of politics, but as a way of doing politics. Contemporary politics has been characterised by the overarching presence of populism, while simultaneously engendering a sense of fear and extremism around the results of populist movements. This collection intends to unpack the true potential for movements from and by the people, linking these historically and offering a new lens for thinking about contemporary populism. What can we learn from recent events ? How can these lessons inform how we think about politics for the future ? Offering this approach, from the perspective of populist potential, will help us answer these questions and open the debate with contributors from countries or regions that have a tradition of populism, privileging them with a deeper understanding.

« Souvent confondu avec la démagogie, le populisme n'a pas bonne presse. De fait, si le mot renvoie à l'origine à un mouvement politico-social russe de la seconde moitié du XIXe siècle, qui s'était donné pour objectif de soulever la paysannerie contre le pouvoir tsariste, il désigne aujourd'hui, dans le débat, les discours et les doctrines qui en appellent au "peuple" comme s'il était un corps politique indifférencié et unifié. Le populiste ? Celui qui flatte les masses dans ses aspirations les moins louables. Or, les crises multiples que traversent nos démocraties libérales (mondialisation, crises économiques, crises migratoires, crise de la représentation) réactivent un spectre qu'on a cru disparu avec les idéologies du XXe siècle. Le populisme est-il une dérive inévitable de nos démocraties ? N'est-il pas aussi un phénomène à la charnière entre un monde qui naît et un monde qui meurt ? Notre conjoncture historique ramène au devant de la scène une série de questions sur ce que fut l'expérience politique du XXe siècle. L'anniversaire de la révolution d'octobre 1917 fournit l'occasion naturelle de les examiner. Cet essai s'efforce d'y apporter des réponses précises. Qu'est-ce que le populisme&#8239;? Une idéologie de synthèse qui permet à la droite de trouver le chemin des classes populaires en adoptant un style de gauche. Qu'est-ce que la radicalité&#8239;? Une mythologie qui rapproche les extrêmes dans un rejet commun de la réforme et du compromis et facilite, le cas échéant, la circulation de l'un à l'autre. Dans certaines conditions de température et de pression politiques, la radicalité de gauche ou la radicalité populiste peuvent accéder au pouvoir. Elles en font alors un usage qui satisfera, en proportions variées, le goût de l'absolu qui anime les radicaux et la servitude volontaire qui anime les populistes. Cela donne ce qui mérite le nom de « catastrophe ».
