"This important collection examines the emerging bureaucratic framework which underpins the European Union and in doing so constitutes a primer on the administrative system of the EU. Drawing on the latest research from the administrative sciences and using organizational, institutional and decision-making theories, this volume highlights that analyzing the patterns and dynamics of the administrative capacities of the EU are essential in understanding how the EU shapes European public policy. Accordingly, this study does not examine administrative capacities not in isolation but rather analyzes them as structures that mobilize systematic bias in the production of public policy. This layout allows the chapters to tackle pressing questions about the nature of the EU's emerging bureaucracy such as to what extent, how and under what conditions do administrative systems change and complement pre-existing public administration systems? The book analyses the administrative system in the European Union with a focus on the efficiency and legitimacy of the administrative practices. The administrative system of the European Union is described as a hybrid between a traditional national and an international administration. In the analysis three distinct theoretical perspectives are used (a structural, a procedural and a cultural), thus ensuring that a broad variety of factors are included. Furthermore, in the analysis the administration is seen from the perspective of an individual Eurocrat, but, simultaneously, the overall institutional perspective is maintained by a focus on the effects of the special characteristics of the administrative practices on the efficiency and legitimacy of the administration.

This is the third book in the series Legal Issues of Services of General Interest. The book focuses upon a set of research questions on the recent developments in the emergence of services of general interest (SGIs) as a distinct EU concept. This includes, inter alia, the emergence of universal service obligations and the way they are regulated in the EU in primary and secondary law, the range of soft law communications adopted by the Commission to create a distinctive EU concept of SGIs, the residual role of hard law in the Treaty on the Functioning of the European Union (TFEU), the special problems created by Social Services of General Economic Interest and the interaction of procurement and state aid law with SGIs. A new perspective is offered in this book: some of the issues faced by the EU in accommodating SGIs into a regulatory framework are found also in the policy of the WTO and in least developed countries (LDCs).

The contributors to this edited volume analyze and compare different kinds of citizens' initiatives, including both full scale initiatives and agenda initiatives, in eleven European democracies and the EU. The book provides a comprehensive account of the practices of citizens' initiatives in each case, including a description of the historical background of the citizens' initiatives and the political system in which they operate. Particular attention is paid to the institutional design of citizens' initiatives which largely explains how they function in different political contexts. Citizens Initiatives in Europe sheds light on issues relevant to democracy, for example, how citizens' initiatives influence patterns of political agenda-setting in representative democracies and how they contribute to the aspirations of participatory democracy.
