Il est des concepts qui semblent appartenir en propre à l’époque contemporaine et ils sont nombreux, parmi les spécialistes d’histoire, de politique et de littérature, à juger impensable, avant l’invention des médias de masse, toute velléité de contrôle de l’information, voire de manipulation de l’opinion publique, faute de moyens concrets pour y parvenir. Or, c’est faire abstraction des modalités antérieures à la disposition du pouvoir comme de ses adversaires, à travers ces rumeurs que l’on fait courir de propos délibéré, ces véritables foyers de propagande que sont, depuis le XIVe siècle, les États généraux et les chancelleries royales, ou ces instruments d’endoctrinement et de contre-pouvoir que constituent les libelles, pamphlets et brochures véhiculant des thèses religieuses assorties d’idées séditieuses. Sans prétendre déterminer un terminus a quo, et en admettant d’emblée que ces phénomènes puissent avoir existé bien en amont de la périodisation retenue – le règne des Valois –, et aussi, bien sûr, à l’extérieur de l’aire géographique où s’exerce l’influence du trône de France, cet ouvrage collectif se propose d’identifier des points de convergence entre les différents corpus examinés sous les regards croisés d’historiens et de littéraires, de manière à rendre compte de pratiques qui dépassent largement le cadre délibératif ordinaire.

Abstract

By bringing together two bodies of literature - the presidency and political parties - this book makes two important contributions. First, it addresses the gap between presidential public actions and the perceived limited effect they have on public opinion. By examining the short-term effect of speeches of presidents on the entire public, the long-term effect of the speeches on their partisans, and on the reputations of their parties for handling policy, the book shows that presidents are effective leaders of public opinion. Second, the book adds to the scholarly interest in how political parties are viewed by the electorate in terms of policy substance. It suggests that Americans possess coherent reputations of the parties for handling policy challenges, and that these reputations contribute to the party identifications of Americans. The effect of presidents on the reputations and, in turn, party attachments position them as leaders of the party system.

Abstract

"This book looks at the phenomenon of the citizen marketer. The citizen marketer is guided by the logics of marketing practice, but, rather than being passive, actively circulates persuasive media to advance political interests. Such practices include using protest symbols in social media profiles, tweeting links to news articles to raise awareness about issues, sharing politically-charged internet memes, and displaying merchandise that promotes a favored electoral candidate or cause. These practices signal an important shift in how political participation is conceptualized and performed in advanced capitalist democratic societies, as they inject political ideas into popular culture. The book argues that citizens view such activities with regard to how they may shape or influence outcomes, and as statements of personal identity. Marketing is a dirty word in certain critical circles, particularly among segments of the left that have identified neoliberal market logics as a focus of political struggle. At the same time, some of these critics have pushed back against the forces of neoliberal capitalism by co-opting its marketing and advertising techniques to spread counter-hegemonic ideas to the public. Accordingly, this book argues that the citizen marketer approach is a means of promoting a wide range of political ideas, including those that are broadly critical of elite uses of marketing in capitalist societies. The book includes an extensive historical treatment of citizen-level political promotion in modern democratic societies, connecting contemporary digital practices to both the 19th century tradition of mass political spectacle as well as more informal, culturally-situated forms of political expression that emerge from postwar countercultures"-- From hashtag activism to the flood of political memes on social media, the landscape of political communication is being transformed by the grassroots circulation of opinion on digital platforms and beyond. By exploring how everyday people assist in the promotion of political media messages to persuade their peers and shape the public mind, Joel Penney offers a new framework for understanding the phenomenon of viral political communication: the citizen marketer.
