Abstract

School districts in Beaver County, Pennsylvania, have been working to improve student achievement by increasing students' exposure to more rigorous courses. In 2007, the Beaver Valley Intermediate Unit (BVIU), a regional educational-service agency, received funding for a five-year grant under the U.S. Department of Education's Voluntary Public School Choice program. The BVIU responded by developing, implementing, and evaluating the Regional Choice Initiative (RCI), a large-scale initiative designed and implemented in 17 school districts. The RCI sought to expand school choice--as well as provide opportunities for students in low-performing districts to learn in high-performing environments--for students in grades 7-12 by offering four programs: Open Seats, Dual Enrollment, Cyber Learning, and Academies for Success. The program ran for six years--2007-2008 to 2012-2013. The BVIU commissioned RAND to conduct a formative and a summative evaluation of these programs. The RAND team took a mixed-methods, quasi-experimental approach to evaluate the implementation and impact of the RCI initiative. Authors reviewed program documents, interviewed a number of stakeholders throughout the region, surveyed parents, and analyzed student RCI participation and administrative data. The RAND team also worked with the RCI team and partnering superintendents to develop the RCI logic model and set up performance measures for each RCI program to guide the implementation and evaluation of the RCI. RAND evaluated the performance of individual programs and RCI overall. The authors also identified aspects of implementation that facilitated or hindered the performance of the RCI.

Abstract

Looking at two smaller-scale systemic school improvement projects implemented in selected district circuits in the North West and Eastern Cape by partnerships between government, JET Education Services, and private sector organisations, this book captures and reflects on the experiences of the practitioners involved. The Systemic School Improvement Model developed by JET to address an identified range of interconnected challenges at district, school, classroom and household level, is made up of seven components. In reflecting on what worked and what did not in the implementation of these different components, the different chapters set out some of the practical lessons learnt, which could be used to improve the design and implementation of similar education improvement projects. Many of the lessons in this field that remain under-recorded to date relate to the step-by-step processes followed, the relationship dynamics encountered at different levels of the education system, and the local realities confronting schools and districts in South Africa's rural areas. Drawing on field data that is often not available to researchers, the book endeavours to address this gap and record these lessons. It is not intended to provide an academic review of the systemic school improvement projects. It is presented rather to offer other development practitioners working to improve the quality of education in South African schools, an understanding of some of the real practical and logistical challenges that arise and how these may be resolved to take further school improvement projects forward at a wider district, provincial and national scale.

Abstract

Internationally there is an increasing trend to publish and feed back information to schools and teachers on their functioning. School improvement is often the central goal, though accountability and the promotion of parental/student school choice also play an important role.Practical initiatives and research in this field have often failed to recognize the full complexity of improving schools through school performance feedback. Relevant questions are, for example, to what extent: the information fed back to schools is valued and understood by them; the school performance feedback enables app

Abstract

How can a school become a place where all members of the staff are learning, growing, and working to increase student achievement? The answer lies in systems thinking and a focus on continuous improvement, two concepts that can transform staff development from something that people merely tolerate to something that they actively pursue to create lasting improvements in teaching and learning. Each chapter of Transforming Schools: Creating a Culture of Continuous Improvement is grounded in a set of operating principles that provide practical guidance to school leaders. The story of a fictional school brings the ideas to life as the characters-a school principal, teachers, and district-level administrators-experience the shifts in thinking that are necessary to transform a school into a competent system. Through their story, the reader gains a clear understanding of the six steps of continuous improvement: 1. Identify core beliefs. 2. Create a shared vision. 3. Use data to determine gaps between the current reality and the shared vision. 4. Identify the innovations that will most likely close the gaps. 5. Develop and implement an action plan. 6. Endorse collective accountability. Thoughtful analysis of the fictional dialogue throughout the book gives readers an understanding of the dynamic nature of change, systems thinking, and continuous improvement. And questions at the end of each chapter help readers apply key concepts to their own schools. Whether your school improvement goals are clearly defined or still in development, Transforming Schools will help you tackle the many challenges of the change process.
