Abstract

This book provides a major empirical analysis of differing attitudes to European integration in three of Europe's most important countries: Germany, Spain, and the United Kingdom. From its beginnings, the European Union has resounded with debate over whether to move toward a federal or intergovernmental system. However, Juan Díez Medrano argues that empirical analyses of support for integration--by specialists in international relations, comparative politics, and survey research--have failed to explain why some countries lean toward federalism whereas others lean toward intergovernmentalism.By applying frame analysis to a unique set of primary sources (in-depth interviews, newspaper articles, novels, history texts, political speeches, and survey data), Díez Medrano demonstrates the role of major historical events in transforming national cultures and thus creating new opportunities for political transformation. Clearly written and rigorously argued, Framing Europe explains differences in support for European integration between the three countries studied in light of the degree to which each realized its particular "supranational project" outside Western Europe. Only the United Kingdom succeeded in consolidating an empire and retaining it after World War II, while Germany and Spain each abandoned their corresponding aspirations. These differences meant that these countries' populations developed different degrees of identification as Europeans and, partly in consequence, different degrees of support for the building of a federal Europe.

Abstract

Neoliberalism has been the defining paradigm in global health since the latter part of the twentieth century. What started as an untested and unproven theory that the creation of unfettered markets would give rise to political democracy led to policies that promoted the belief that private markets were the optimal agents for the distribution of social goods, including health care. A vivid illustration of the infiltration of neoliberal ideology into the design and implementation of development programs, this case study, set in post-Soviet Tajikistan's remote eastern province of Badakhshan, draws on extensive ethnographic and historical material to examine a "revolving drug fund" program-used by numerous nongovernmental organizations globally to address shortages of high-quality pharmaceuticals in poor communities. Provocative, rigorous, and accessible, Blind Spot offers a cautionary tale about the forces driving decision making in health and development policy today, illustrating how the privatization of health care can have catastrophic outcomes for some of the world's most vulnerable populations.

Abstract

Few transformations in American politics have been as important as the integration of African Americans into the Democratic Party and the Republican embrace of racial policy conservatism. The story of this partisan realignment on race is often told as one in which political elites-such as Lyndon Johnson and Barry Goldwater-set in motion a dramatic and sudden reshuffling of party positioning on racial issues during the 1960s. Racial Realignment instead argues that top party leaders were actually among the last to move, and that their choices were dictated by changes that had already occurred beneath them. Drawing upon rich data sources and original historical research, Eric Schickler shows that the two parties' transformation on civil rights took place gradually over decades.Schickler reveals that Democratic partisanship, economic liberalism, and support for civil rights had crystallized in public opinion, state parties, and Congress by the mid-1940s. This trend was propelled forward by the incorporation of African Americans and the pro-civil-rights Congress of Industrial Organizations into the Democratic coalition. Meanwhile, Republican partisanship became aligned with economic and racial conservatism. Scrambling to maintain existing power bases, national party elites refused to acknowledge these changes for as long as they could, but the civil rights movement finally forced them to choose where their respective parties would stand.Presenting original ideas about political change, Racial Realignment sheds new light on twentieth and twenty-first century racial politics.

Abstract

À la chute du mur de Berlin en 1989, le capitalisme triomphait. Vingt ans plus tard, il est à l’agonie. Qu’a-t-il bien pu se passer entre-temps ? Une explication possible est que le capitalisme a été atteint du même mal qui venait de terrasser son rival, et la complexité devrait alors être incriminée : l’organisation des sociétés humaines atteindrait un seuil de complexité au-delà duquel l’instabilité prendrait le dessus et où, sa fragilité étant devenue excessive, le système courrait à sa perte. Une autre explication serait que le capitalisme avait besoin de l’existence d’un ennemi pour se soutenir. En l’absence de cette alternative, ses bénéficiaires n’auraient pas hésité à pousser leur avantage, déséquilibrant le système entier. Autre explication possible encore : du fait du versement d’intérêts par ceux qui sont obligés d’emprunter, le capitalisme engendrerait inéluctablement une concentration de la richesse telle que le système ne pourrait manquer de se gripper un jour ou l’autre. Entre ces hypothèses, il n’est pas nécessaire de choisir : les trois sont vraies et ont conjugué leurs effets dans la première décennie du xxie siècle. Cette rencontre de facteurs mortifères explique pourquoi nous ne traversons pas l’une des crises habituelles du capitalisme, mais sa crise majeure, celle de son essoufflement final, et pour tout dire celle de sa chute.

Neoliberals hate the state. Or do they? In the first intellectual history of neoliberal globalism, Quinn Slobodian follows a group of thinkers from the ashes of the Habsburg Empire to the creation of the World Trade Organization to show that neoliberalism emerged less to shrink government and abolish regulations than to redeploy them at a global level. Slobodian begins in Austria in the 1920s. Empires were dissolving and nationalism, socialism, and democratic self-determination threatened the stability of the global capitalist system. In response, Austrian intellectuals called for a new way of organizing the world. But they and their successors in academia and government, from such famous economists as Friedrich Hayek and Ludwig von Mises to influential but lesser-known figures such as Wilhelm Roepke and Michael Heilperin, did not propose a regime of laissez-faire. Rather they used states and global institutions--the League of Nations, the European Court of Justice, the World Trade Organization, and international investment law--to insulate the markets against sovereign states, political change, and turbulent democratic demands for greater equality and social justice. Far from discarding the regulatory state, neoliberals wanted to harness it to their grand project of protecting capitalism on a global scale. It was a project, Slobodian shows, that changed the world, but that was also undermined time and again by the inequality, relentless change, and social injustice that accompanied it.--

The utopian tradition, which has been critical of conspicuous consumption and luxurious indulgence, might light a path to a society that emphasizes equality, sociability, and sustainability.
