Abstract

The paper argues that to achieve compliance of firms with regulations such as product quality or environmental or health standards it is better to have industries with a few large corporations than numerous small firms. A model is constructed to show that limited liability constraints bind more easily in competitive industries, making it harder to impose sufficiently severe penalties and costlier to send sufficient monitors. Having large corporations allows the government effectively to delegate some of its monitoring functions to the managers of the corporation. The tradeoff between this issue and the usual argument in favor of competition is considered.

Abstract

This paper contributes to the debate on the existence of pollution haven effects by systematically measuring the pollution content of trade (measured by the pollution content of imports, PCI) and decomposing it into three components-a "deep" component (unrelated to the environmental debate but including variables traditionally present in the gravity model) and two components (factor endowments and environmental policies) that occupy center stage in the debate on trade and the environment. The decomposition is carried out for 1986-88 for an extensive data set covering 10 pollutants, 48 countries, and 79 ISIC 4-digit sectors. Illustrative decompositions presented for three of the 10 pollutants in the data set indicate a significant pollution haven effect which increases the PCI of the North because of stricter environmental regulations in the North. At the same time, the factor endowment effect decreases the PCI of the North as the North is relatively well-endowed in capital and pollution-intensive activities are also capital-intensive. On a global scale, because the bulk of trade is intraregional with a high North-North share, these effects are small relative to the "deep" determinants of the worldwide pollution content of trade. In sum, although the impact has been stronger on vertical (North-South) trade flows, differences in factor endowments and environmental policies have only marginally affected the pollution content of world trade during the 1986-88 period.

Abstract

One of the main reasons for noncompliant firms' poor environmental performance is the information gap on Mexico's environmental policy. Pollution control could be improved through systematically fuller communication targeted to noncompliant firms - including more environmental education, especially of senior managers; Survey evidence from Mexico reveals large observed differences in pollution from factories in the same industry, or the same area, or operating under the same regulatory regime. Many factories have adopted significant measures for pollution control and are in compliance with environmental regulations, but some have made little or no such effort. For lack of data, systematic research on the reasons behind such variations in plant-level environmental performance (especially on how impediments to pollution control affect plant behavior) is rare, even in industrial societies. Drawing on a recent plant-level survey of Mexican factories, Dasgupta identifies a number of performance variables characteristic of compliant and noncompliant plants, as well as factors that non-compliant plants perceive to be obstacles to pollution control. Noncompliant firms made less effort than compliant firms to change materials used, to change production processes, or to install end-of-pipe treatment equipment. They had significantly fewer programs to train their general workers in environmental responsibilities. They lagged behind in environmental training, waste management, and transportation training. They received less technical training, especially about the environment, environmental policy and administration, and clean technology and audits. Responses about obstacles to better environmental performance included scarcity of training resources, government bureaucracy, high interest rates, and Mexico's lack of an environmental protection culture. Respondents said that senior managers did not emphasize the environment, assigned more priority to economic considerations, and were not trained in the subject. There were too few suitable programs, training was not recognized, and workers were not interested in the subject. Most important, however, little information was available about Mexico's environmental policy. These findings suggest the importance of technical assistance - especially training and information. In Mexico, the information gap on policy is a major problem. Mexican environmental agencies should invest more in technical assistance and environmental training targeted to noncompliant enterprises. Environmental education, especially of senior managers, could significantly improve pollution control. Maintaining close contact with noncompliant firms, designing programs targeted to them, and pursuing them systemically should increase their responsiveness to regulations. China has been the most successful developing country in this modern era of globalization. Since initiating economic reform after 1978, its economy has expanded at a steady rate over 8 percent per capita, fueling historically unprecedented poverty reduction (the poverty rate declined from over 60 percent to 7 percent in 2007). Other developing countries struggling to grow and reduce poverty are naturally interested in what has been the source of this impressive growth and what, if any, lessons they can take from China. This paper focuses on four features of modern China that have changed significantly between the pre-reform period and today. The Chinese themselves call their reform program Gai Ge Kai Feng, "change the system, open the door." "Change the system" means altering incentives and ownership, that is, shifting the economy from near total state ownership to one in which private enterprise is dominant. "Open the door" means exactly what it says, liberalizing trade and direct investment. A third lesson is the development of high-quality infrastructure: China's good roads, reliable power, world-class ports, and excellent cell phone coverage throughout the country are apparent to any visitor. What is less well known is that most of this infrastructure has been developed through a policy of "cost recovery" that prices infrastructure services at levels sufficient to finance the capital cost as well as operations and maintenance. A fourth important lesson is China's careful attention to agriculture and rural development, complemented by rural-urban migration.

Abstract

The pendulum of environmental policy swings from one extreme to the other, depending on which camp is in power and who has the ear of the media. Underkill is followed by overkill. Concern breeds action; disillusion breeds reaction. The Environmental Pendulum provides a thoughtful and evenhanded assessment of this conflict. Tens of thousands of sites across the country are contaminated with toxic chemicals. Environmentalists warn us that this legacy of carelessness is seriously affecting both human health and the ecological balance of nature. They point out that even improved industrial practices will not eliminate future chemical releases to the environment. Their demand for regulatory control has received wide public support and led to the passage of the Superfund legislation in 1980. Now, after twenty years, the value of the Superfund program is being challenged by corporate America, which argues that excessive cleanup costs have the potential to bankrupt the nation. R. Allan Freeze outlines the difficulties associated with the management of hazardous waste and offers a balanced account of the controversy over the role of environmental contamination in human health. Freeze clarifies what matters and what doesn't with respect to chemical contaminants in the environment, arguing that environmental policies should be based on an accurate appraisal of the risks associated with these toxins. He concludes the book with a brilliant summation of the good news and the bad news of environmental pollution, describing what can and can't be done to bring the situation under control.

Abstract

May 1999 - In the new round of World Trade Organization talks expected in late 1999, negotiations about access to agricultural and services markets should be given top priority, but new trade agenda issues should also be discussed. Including new trade agenda issues would increase market discipline's role in the allocation of resources in agriculture and would encourage nonagricultural groups with interests in the new issues to take part in the round, counterbalancing forces favoring agricultural protection. A new round of World Trade Organization negotiations on agriculture, services, and perhaps other issues is expected in late 1999. To what extent should those negotiations include new trade agenda items aimed at ensuring that domestic regulatory policies do not discriminate against foreign suppliers? Hoekman and Anderson argue that negotiations about market access should be given priority, as the potential welfare gains from liberalizing access to agricultural (and services) markets are still huge, but new issues should be included too. Including new trade agenda issues would increase the role of market discipline in the allocation of resources in agriculture and would encourage nonagricultural groups with interests in the new issues to take part in the round, counterbalancing forces in favor of agricultural protection. They also argue, however, that rule-making efforts to accommodate the new issues should be de-linked from negotiations about access to agricultural markets, because the issues affect activity in all sectors. This paper-a product of the Development Research Group-is part of a larger effort in the group to analyze options and priorities for developing countries in the run-up to a new round of WTO negotiations. In urban areas, these include restaurants, small manufacturing trades, and other sources, which might cause complaints. In the suburbs, wastewater treatment plants, landfill sites, and other infrastructures are the expected major odour sources. These problems are often caused be the accelerated growth of cities. In rural sites, livestock farming and the spreading of manure on the fields is blamed for severe odour annoyance. In fact, environmental odours are considered to be a common cause of public complaints by residents to local authorities, regional, or national environmental agencies. This Special Issue of Atmosphere will address the entire chain, from the quantification of odour sources, abatement methods, the dilution in the atmosphere, and the assessment of odour exposure for the assessment of annoyance. In particular, this Special Issue aims to encourage contributions dealing with field trials and dispersion modeling to assess the degree of annoyance and the quantitative success of abatement measures.
