Abstract

The theme of Europeanization has, in recent years, come to figure prominently in a wide range of social science analyses concerning both the process of European integration and broader patterns of change in contemporary Europe. Yet, though increasingly a staple of academic discourse, no widely accepted definition of the term has emerged. This volume of the European Studies represents one of the first interdisciplinary attempts to examine the manifold uses and possibilities of a Europeanization problematic. An international team of contributors drawn from the disciplines of Politics, Sociology, History, Anthropology, and Law explore processes of institution-building and identity formation through the optic of Europeanization. Their work offers new insights as regards the development of European integration, pointing particularly to the need for a genuinely interdisciplinary European Studies which encompasses, but is not limited to, the study of the European Union.

Abstract

This book examines the electoral rights granted to those who do not have the nationality of the state in which they reside, within the European Union and its Member States. It looks at the rights of EU citizens to vote and stand in European Parliament elections and local elections wherever they live in the EU, and at cases where Member States of the Union also choose to grant electoral rights to other non-nationals from countries outside the EU. The EU's electoral rights are among the most important rights first granted to EU citizens by the EU Treaties in the 1990s. Putting these rights into their broader context, the book provides important insights into the development of the EU now that the Constitutional Treaty has been rejected in the referendums in France and the Netherlands, and into issues which are still sensitive for national sovereignty such as immigration, nationality and naturalization.

Abstract

La construction européenne est souvent présentée ou perçue comme un processus technocratique imposé aux peuples par les élites à la suite du désastre de la Seconde Guerre mondiale et du traumatisme de la Guerre froide. La crise actuelle que connaît l’Union européenne semble ainsi démontrer l’absence de solidarité entre les États et les peuples du continent, par manque d’identité partagée et de projet politique démocratiquement accepté. La création d’une citoyenneté européenne par le traité de Maastricht, en 1992, n’a pas enrayé le désintérêt des citoyens des États membres, pourtant de plus en plus affectés par les politiques européennes, à l’égard de l’Union et de ses institutions. Dans une perspective résolument interdisciplinaire, à la croisée de l’histoire, du droit, des sciences politiques, de la sociologie et de la philosophie, cet ouvrage entend dépasser ce constat d’échec un peu simpliste, pour étudier les modalités et les visages de la citoyenneté européenne, son émergence progressive depuis les premiers projets de l’entre-deux-guerres, ses limites et ses insuffisances, mais aussi ses perspectives, à long terme comme dans un avenir proche.
