This book examines a familiar and contemporary social policy issue-the crisis besetting social care-but differs from usual accounts by including additional perspectives (philosophical, ethical and political) not often raised but nonetheless crucial to understanding the issue. Its central argument is that while a health/care divide dates back to legislative separation at the inception of the welfare state in the 1940s, the major cause of the current crisis has been the slow but insidious ideological and practical splitting off and fracturing of social care from other state welfare institutions, notably the NHS, and its consequent entrapment in the treacherous straits of 'profit and loss', self-interest and individualism. These issues and others, the book argues, contribute to the building of a strong case for bringing social care into the public sector. Towards the end, the book goes on to consider the impact, from 2020, of the Covid 19 pandemic on a caring crisis that was already well-established. The consequences of this global shock are still working through and are likely to be profound. Solutions, as the book describes, which were already being formulated prior to the arrival of the pandemic, are even more salient now. The book will therefore be of interest to students and researchers of social policy and public policy, health and social care professionals and policymakers - and users of social care themselves. Gillian Dalley is a social anthropologist and has been an independent researcher for more than a decade, completing most recently a project on the financial abuse of people lacking mental capacity, for Brunel University London, funded by the Dawes Trust. She is the author of Ideologies of Caring: Rethinking community and collectivism, and, in a long career, has worked for several London-based organisations including the King's Fund, the Policy Studies Institute and the Centre for Policy on Ageing, as well as working as a senior NHS quality manager, and as a researcher at the former MRC Medical Sociology Unit in Aberdeen in the early 1980s.

Countries in Latin America and the Caribbean have made remarkable progress in improving the living conditions of their people since the 1990s. Poverty has declined by almost 50 percent, and average life expectancy has increased substantially, especially for children under the age of five. Most children now attend primary school, and three out of four start secondary education. These advances can be largely accounted for by two factors: the fast-paced economic growth of the early 2000s and the substantial expenditures for social programs in the region. However, the region's economic slowdown has halted the pace of improvement, and social policies have not been implemented consistently or effectively because of flaws in design and execution. These failings raise important questions. Who formulates social policy? What resources do actors bring to decision-making processes, and how do those resources position them within decision-making networks? These are not academic questions. The budget and economic constraints imposed by the COVID-19 pandemic mean that public policies will have to be more efficient and effective while dealing with limited resources. Few analyses to date have focused on the process of formulating social policy, the social networks involved, the details of coordination among actors and organizations, and the institutional, normative, and operational factors that make policies likely to succeed-or fail. There has not been a comprehensive, systematic study of how social policy-making processes and coordination mechanisms-formal or informal- can make a difference in the operational effectiveness and impact of social policies. Who Decides Social Policy? Social Networks and the Political Economy of Social Policy in Latin America and the Caribbean attempts to fill this void. This book combines an institutional political economy approach to policy making with social network analysis of social policy formulation processes. Based on extensive interviews with governmental and nongovernmental actors, the case studies of social policy formulation in Argentina, The Bahamas, Bolivia, and Trinidad and Tobago show that while societal actors are central in the networks in South American countries, government officials are the main participants in the Caribbean countries. The comparative analysis of the networks of ideas, information, economic resources, and political power across these cases indicates that differences in the types of bureaucratic systems and governance structures may explain the diversity of actors with decision power and the resources used to influence social policy formulation across the region. These analytical and methodological contributions-combined with specific examples of policies and programs-will help to enhance the efficiency, efficacy, and sustainability of public policies in the social arena.

Undertaking a journey into the "hybrid governance" of urban food movements, this book offers an original and nuanced analysis of the urban milieu as epicentre of food activism and food governance. Through examples of food movements in the city-regions of Toronto and Brussels, the author highlights the critical governance tensions urban food initiatives experience as they develop in diverse ways and seek to change food systems and their related socio-political conditions. The author investigates urban food movements as they negotiate access to land in urban areas, build resilient food network organisations, and develop supportive policies and empowering institutions for urban food governance. Through the analysis of these tensions, the book effectively puts real-life challenges of urban food movements in the spotlight-challenges that are increasingly visible and pertinent in today's converging climate, socio-political, and health crises. The author offers suggestions to improve alternative food practices and, ultimately, to design promising pathways to instigate food system change. .

Social policies can transform the lives of the poor and marginalized, yet inequitable implementation often limits their access. Uneven Social Policies shifts the focus of welfare state analysis away from policy design and toward policy implementation. By examining variation in political motivations, state capacity, and policy legacies, it explains why some policies are implemented more effectively than others, why some deliver votes to incumbent governments while others do not, and why regionally elected executives block the implementation of some but not all national policies. Niedzwiecki explores this variation across provinces and municipalities by combining case studies with statistical analysis of conditional cash transfers and health policies in two decentralized countries, Argentina and Brazil. The analysis draws on original data gathered during fifteen months of field research that included more than 230 interviews with politicians and 140 with policy recipients.

"Enriching understanding of the current theoretical debate on project-based open innovation, ‘Project-based Knowledge in Organizing Open Innovation’ draws on innovation management literature and knowledge-based perspectives to investigate the relationship between knowledge development at project level and the strategic organization of open innovation. Addressing the still open issue of how the firm level should be complemented by studies at the project level of analysis, this book provides theoretical and empirical arguments on the advantages of a more fine-grained level of analysis to understand how firms organize their innovation processes across boundaries. The book also addresses the emerging interest in the management literature on project-based organizations, and on the relevance of project forms of organizing in a knowledge-based economy. Through field research in different industrial settings , this book provides empirical evidence on how firms design open innovation project-by-project and it will appeal to scholars and students in business and management, in particular those in innovation management, organization theory, and strategic management."--Informació proporcionada per l'editor
