This volume explores the policy dynamics, economic commitments and social impacts of the fast evolving Sino-LAC relations. China’s engagement with Latin America and the Caribbean has entered into an era of strategic transition. While China is committed to strengthening its economic and political ties with Latin America and the Caribbean, Latin America as a bloc is enthusiastically echoing China’s endeavor by diverting their focus toward the other side of the ocean. The transitional aspect of China-LAC ties is phenomenal, and is manifested not only in the accelerating momentum of trade, investment, and loan but also in the China-CELAC Forum mechanism that maps out an institutional framework for decades beyond. While Latin America is redefined as an emerging priority to the leadership in Beijing, what are the responses from Latin America and the United States? In this sense, experts from four continents provide local answers to this global question. .

This book constitutes the first comprehensive retrospective on one hundred years of post-dynastic China and compares enduring challenges of governance in the period around the collapse of the Qing dynasty in 1911 to those of contemporary China. The authors examine three key areas of domestic change and policy adaptation: social welfare provision, local political institutional reform, and social and environmental consequences of major infrastructure projects. Demonstrating remarkable parallels between the immediate post-Qing era and the recent phase of Chinese reform since the late-1990s, the book highlights common challenges to the political leadership by tracing dynamics of state activism in crafting new social space and terms of engagement for problem-solving and exploring social forces that continue to undermine the centralizing impetus of the state.

This book delves into the political-economy of China’s Maritime Silk Road Initiative (MSRI), part of the larger Belt and Road Initiative (BRI), with a focus on Southeast Asia (SEA). It represents the second in a three-part book series on China’s MSRI. It discusses the state of the MSRI in various SEA countries such as Indonesia and Myanmar, highlights the international and domestic economic and political factors that shape individual SEA country’s embrace of China’s scheme, and examines the effects of China’s MSRI in individual SEA countries such as Cambodia and Malaysia. It also contemplates the role of third parties such as India and the United States on the behaviors of SEA countries and the implementation of the MSRI. It shows the MSRI is neither a boon nor bust and that the MSRI’s progress and effects are contingent on many factors requiring attention by those wanting to understand China’s mega initiative. Jean-Marc F. Blanchard, Ph.D. is Executive Director of the Mr. & Mrs. S.H. Wong Center for the Study of Multinational Corporations (USA) and Distinguished Professor, School of Advanced International and Area Studies, East China Normal University. During the Ming-Qing transition (roughly from the 1570s to the 1680s), literati-officials in China employed public forms of writing, art, and social spectacle to present positive moral images of themselves and negative images of their rivals. The rise of print culture, the dynastic change, and the proliferating approaches to Confucian moral cultivation together gave shape to this new political culture. Confucian Image Politics considers the moral images of officials—as fathers, sons, husbands, and friends—circulated in a variety of media inside and outside the court. It shows how power negotiations took place through participants’ invocations of Confucian ethical ideals in political attacks, self-expression, self-defense, discussion of politically sensitive issues, and literati community rebuilding after the dynastic change. This first book-length study of early modern Chinese politics from the perspective of critical men’s history shows how images—the Donglin official, the Fushe scholar, the turncoat figure—were created, circulated, and contested to serve political purposes.

Since China announced the Belt and Road Initiative (BRI) in 2013, the Gulf States have regarded it as a means for diversifying their national economies in order to reduce dependence on oil revenues and to achieve their national development strategy. The Persian Gulf region has a significant role in the successful implementation of BRI. Emerging strategic, diplomatic and financial partnerships will enable China to control the flow of its exports to world markets. The BRI has five major goals: Policy coordination, facilities connectivity, free trade, financial integration, and people-to-people bonds. Facilities connectivity, which focuses on transportation and energy infrastructure, is the initiatives priority. The integration between the national development plans of Gulf monarchies, the economic reconstruction plans of Iraq and Iran, and the new economic goals of Saudi Arabia, with Chinas Belt and Road vision have converged to bring forward opportunities. The implementation of the new Silk Road strategy will unleash a regional infrastructure boom by connecting China with Asia, Europe, and Africa by land and sea, boosting renminbi internationalization. Nevertheless, there are challenges that could complicate the envisaged bilateral partnerships. Saudi Arabia: The strategic synergy between the BRI and Saudi Vision 2030 has forged a joint economic development path, but external conflicts (Yemen, Iran) could derail plans. Iran: While Tehran has a special geographical status in West Asia, Washingtons decision to withdraw from the Iran nuclear agreement might create Sino-Iranian trade barriers. The UAE: In July 2018 bilateral relations were elevated to a comprehensive strategic partnership. The synergy between the BRI and UAE Vision 2021 is multifaceted trade, energy, infrastructure and logistics, financial services, military ties, tourism and cultural cooperation but very complex. Most of the Gulf States are governed by monarchies, are at the primary stage of industrialization, and are susceptible to US and European influence. The challenges Chinas ascendancy poses for the US, and the inevitable geopolitical fight back, in conjunction with Gulf regional turbulence, mean that the BRI project will face substantive challenges in the years ahead.
