The second edition of this book has been written for the same audience as the first edition. It is designed to be a "first port of call" for people wishing to study efficiency and productivity analysis. The book provides an accessible introduction to the four principal methods involved: econometric estimation of average response models; index numbers; data envelopment analysis (DEA); and stochastic firontier analysis (SFA). For each method, we provide a detailed introduction to the basic concepts, give some simple numerical examples, discuss some of the more important extensions to the basic methods, and provide references for further reading. In addition, we provide a number of detailed empirical applications using real-world data. The book can be used as a textbook or as a reference text. As a textbook, it probably contains too much material to cover in a single semester, so most instructors will want to design a course around a subset of chapters. For example, Chapter 2 is devoted to a review of production economics and could probably be skipped in a course for graduate economics majors. However, it should prove useful to undergraduate students and those doing a major in another field, such as business management or health studies.

It is not an exaggeration that much of what people devote in their hfe re solves around optimization in one way or another. On one hand, many decision making problems in real applications naturally result in optimization problems in a form of integer programming. On the other hand, integer programming has been one of the great challenges for the optimization research community for many years, due to its computational difficulties: Exponential growth in its computational complexity with respect to the problem dimension. Since the pioneering work of R. Gomory [80] in the late 1950s, the theoretical and methodological development of integer programming has grown by leaps and bounds, mainly focusing on linear integer programming. The past few years have also witnessed certain promising theoretical and methodological achieve ments in nonlinear integer programming. When the first author of this book was working on duality theory for n- convex continuous optimization in the middle of 1990s, Prof. Douglas J. White suggested that he explore an extension of his research results to integer pro gramming. The two authors of the book started their collaborative work on integer programming and global optimization in 1997. The more they have investigated in nonlinear integer programming, the more they need to further delve into the subject. Both authors have been greatly enjoying working in this exciting and challenging field.

Plant neurobiology is a newly emerging field of plant sciences. It covers signalling and communication at all levels of biological organization – from molecules up to ecological communities. In this book, plants are presented as intelligent and social organisms with complex forms of communication and information processing. Authors from diverse backgrounds such as molecular and cellular biology, electrophysiology, as well as ecology treat the most important aspects of plant communication, including the plant immune system, abilities of plants to recognize self, signal transduction, receptors, plant neurotransmitters and plant neurophysiology. Further, plants are able to recognize the identity of herbivores and organize the defence responses accordingly. The similarities in animal and plant neuronal/immune systems are discussed too. Kuklys examines how Nobel Prize-winning economist Amartya Sen’s approach to welfare measurement can be put in practice for poverty and inequality measurement in affluent societies such as the UK. Sen argues that an individual’s welfare should not be measured in terms of her income, but in terms what she can actually do or be, her capabilities. In Chapters 1 and 2, Kuklys describes the capability approach from a standard welfare economic point of view and provides a comprehensive literature review of the empirical applications in this area of research. In the remaining chapters, novel econometric techniques are employed to operationalise the concepts of functionings and capability to investigate inequality and poverty in terms of capability in the UK. Kuklys finds that capability measurement is always a useful complement to traditional monetary analysis, and particularly so in the case of capability-deprived disabled individuals.

Much has been written about the economic and political problems of countries that are in the process of changing from centrally planned systems to market systems. Most studies have focused on the economic, legal, political and sociological problems these economies have had to face during the transition period. However, not much has been written about the dramatic changes that have to be made to the accounting and financial system of a transition economy. This book was written to help fill that gap. Taxation and Public Finance in Transition and Developing Economies is the third in a series to examine accounting and financial system reform in transition economies. The first book used Russia as a case study. The second volume in the series examined some additional aspects of the reform in Russia and also looked at the accounting and financial system reform efforts that are being made in Ukraine, Bosnia & Herzegovina, Armenia, Eastern Europe and Central Asia. The present volume examines taxation and public finance in transition and developing economies. It is divided into three parts. Part 1 consists of four general studies on various aspects of tax compliance, corruption, budget efficiency and fiscal policy. Part 2 includes nine comparative studies of various aspects of public finance. Part 3 consists of 23 country and regional studies of countries in Europe, Asia, Latin America and Africa.
