Abstract

The book contains the contributions at the NATO Advanced Study Institute on Chemicals as Intentional and Accidental Global Environmental Threats, which took place in Borovetz, Bulgaria, November 16-27, 2005. A diverse group of scientists, representing the fields of ecology, chemistry, medicine, epidemiology, public health, toxicology, risk assessment, environmental protection and management, modelling, environmental remediation technologies came together to discuss the chemicals threats for the global environment. The intentional or accidental release of chemicals into environment poses a global threat to public health and security. There is a forecast that terrorists could begin to use more advanced technologies including chemicals to threaten or attack civil and political institutions. Terrorism is expected to increase the threat of chemicals in environment through direct release of chemical agents or sabotage of existing chemical facilities. The intentional release of chemicals into environment can cause widespread panic, injury and mortality due to the potentials of exposure of large population. In addition, the management of accidental chemical releases and historical chemical contamination represents a significant economic burden to society.

Abstract

This book is the first to deal comprehensively with the important topic of the fire behaviour of polymer composite materials. Composites are used in a diverse range of applications, including land and marine transport, aerospace, the chemical industry, and most branches of civil engineering infrastructure. It is our belief that fire behaviour is the single most important factor limiting the wider use of composites in many of these areas. Our aim in producing this volume is therefore to stimulate the work that is needed to overcome this fundamental problem. The first step in such a journey is, of course, to summarise what is presently known, which is what we have attempted here. This book aims to be an authoritative reference source. The book covers all of the key issues on the behaviour of polymer composites in fire. This includes a description of the thermal degradation and combustion mechanisms of composites, including the thermal decomposition reactions, reaction rates, flammable volatiles and toxic gases of organic polymers and fibres. The fire reaction properties that define the flammability and fire hazard of polymer composites are described, including time-to-ignition, heat release rate, flame spread, smoke and gaseous combustion products. The fire resistive properties of composites are also described, including the key properties of burn-through rate and mechanical integrity during and after fire.

Wolfgang Ruck 1 Institute of Natural and Technogenic Disasters, Udmurt State University, Izhevsk (Russia), 2 Institute of Ecology and Environmental Chemistry, University Lüneburg (Germany) During the Cold War a whole arsenal of deadly chemical weapons was allowed to build up on both sides of the ideological divide. Happily, today the problems are reversed. Expertise is now required in the field of safe and environment-friendly disposal of chemical weapons and cleaning up of contaminated sites all around the world, but not least in the ex-Soviet-led countries. The participants and speakers to the NATO-Russia advanced research workshop on the Ecological Risks Associated with the Destruction of nd th Chemical Weapons , hosted by the University of Lüneburg on 22 - 26 October, 2003, therefore, came from many different parts of the world. Of the eight countries represented at the workshop, two were ex-Eastern- Block, and six were Western countries. Yet the West was by no means overrepresented. On the contrary, the Russian expert-speaker contingent, with 33 participants, did justice to the size of their country - and to their chemical-weapons problem - and provided the majority of active participants. In all, there were 57 participants, of which 11 dispatched from the TACIS project The development of the chemical weapons  facility at the detached plant No 4 of OAO Khimprom, Novocheboksarsk.
