Abstract

In the context of massive environmental problems in Southeast Asia, the countries in the region have decided - at least in some instances - to create regimes to solve these problems jointly. This empirical observation is surprising, given the Southeast Asian countries' general reluctance to regional cooperation, the governance and budgetary constraints that are typical for developing countries and the huge heterogeneity of the involved countries in terms of environmental vulnerability, economic capacity and hegemonic power. This book analyzes the creation and effectiveness of two environmental regimes, one on transboundary haze pollution and a second on resource management of the Mekong. It will be shown that regime creation is extremely problematic and strategies to overcome conflicting actor constellations are mostly lacking.

Abstract

The Natura 2000 Directives are the very cornerstone of European Union nature conservation policy which create a considerably stricter environmental protection regime than national laws do. The member states, however, have failed to implement the Directives even despite strong pressure from the European Commission. Reinhard Slepcevic shows how French, German, and Dutch environmental organisations try to enforce the Directives through national courts, though with varied success. The author explains the situation by arguing that it will only be possible to enforce EU law effectively through litigation under particular conditions. The consequences, not only for private judicial law enforcement but also for European integration and democratic governance, are significant. This book is essential reading for researchers and students from the social sciences, in particular sociology and political science, as well as for practitioners in the field of environmental protection.

Abstract

Nested Games of External Democracy Promotion develops a game theoretic model that explains how an external actor influences the strategic interaction between an authoritarian regime and a democratic opposition. In a multiple arena approach, the confrontation between regime and opposition on the domestic level is nested inside a game on the international level, at which the regime is simultaneously entangled with a democracy promotion actor. As a case study, the book formally reconstructs how United States democracy assistance influenced the Polish liberalization process between 1980 and 1989. The process tracing of its causal mechanisms is extensive and builds on data previously not recorded. With regard to Cold War history, new light is brought into U.S. American policies and strategies behind the Iron Curtain.

Abstract

Does integration into international markets and political co-operation help to build democracy? This question is motivated by an interesting empirical observation: between 1950 and 2000 the magnitude of international trade and co-operation increased rapidly while the majority of the observed regime transitions did not establish democratic rule but various types of authoritarianism. The study employs a game theoretic model that explicitly accounts for democratization and developments towards authoritarianism. Additionally it suggests utilizing an unconventional measure of regime change that considers positive and negative meaningful institutional changes as well as minor alterations. By applying various regression models it can be shown that strongly integrated authoritarian regimes are less likely to develop towards democracy. While less integrated regimes rather democratize, increasing levels of integration into global markets are likely to stabilize authoritarianism. Moreover, if integrated regimes alter, they are more likely to shift towards stricter authoritarianism. The findings motivate to rethink the common academic and political perception that international co-operation and integration foster democratization. The results of this examination strongly question the efficiency of policies that rely on this perception.

CNN en Internet brachten de wereld in onze huiskamer, maar daarmee ook de complexiteit van een onnoemelijk aantal lokale situaties. Maar de hoeveelheid beschikbare informatie verbergt dikwijls het onvermogen om al die feiten te ordenen in ons hoofd, om ze te interpreteren. De wereld is in de afgelopen vijftien jaar ingrijpend veranderd. De oude wereldorde, gebouwd rond de machtsstrijd tussen twee grootmachten, ruimde baan voor een ogenschijnlijk wanordelijke wereld, waarin vertrouwde ijkpunten verdwenen zijn. Waar wanorde heerst, zijn gevoelens van onveiligheid en wantrouwen, van polarisering en een wij-tegen-zij discours nooit veraf. Abstract

In the 21st century, the populations of the world's nations will display large and long-lived changes in age structure. Many of these began with fertility change and are amplified by declining mortality and by migration within and between nations. Demography will matter in this century not by force of numbers, but by the pressures of waves of age structural change. Many developing countries are in relatively early stages of fertility decline and will experience age waves for two or more generations. These waves create shifting flows of people into the key age groups, greatly complicating the task of managing development, from building human capabilities and creating jobs to growing industry, infrastructure and institutions. In this book, distinguished scientists examine key demographic, social, economic, and policy aspects of age structural change in developing economies. This book provides a joint examination of dimensions of age structural change that have often been considered in isolation from each other (for example, education, job creation, land use, health); it uses case studies to examine policy consequences and options and develops qualitative and formal methods to analyze the dynamics and consequences of age structural change.
