Abstract

In this volume, a set of issue and country experts tackle the questions surrounding the challenges of a resurgent Russia for the world order as well as for relations between the European Union and the United States.  Following a brief introduction laying out the circumstances of Russia's rise, the book proceeds in three sections. In the first, Russian scholars tackle the topic of how a newly resurgent Russia sees the world. The second section examines Russia's role in the contemporary global political economy in terms of trade and financial flows and nuclear energy. The third section looks at American and European responses to Russia, and the conclusion draws together the findings from each of the chapters and presents some broad propositions regarding Russia's rise and the challenges that it presents for the US, EU and the international order in the years to come.  The implications of this collection are very broad and far-reaching, with ramifications for each of the players involved as well as for the development and refinement of general international relations theories concerning global conflict and cooperation, making the book relevant for both policy-makers and scholars of international relations, Russian studies, and international political economy.

Abstract

In ten years 80 per cent of the legislation related to economics, maybe also to taxes and social aff airs, will be of Community origin.  This declaration has been largely quoted, paraphrased and deformed by different authors, creating a persistent myth according to which 80% of the legislative activity of the national legislatures would soon be reduced to the simple transposition of European norms . This book addresses the topic of the scope and impact of Europeanization on national legislation, as a part of the Europeanization debate which raises normative concerns linked to the democratic deficit  debate. The state of the art shows that there are many assumptions and claims on how European integration may affect national legislation and, more generally, domestic governance but that there is a lack of solid and comparative data to test them. The aim of the book is to give a solid and comparative insight into Europeanization focusing on effective outcomes in a systematic way. This book analyzes the period 1986-2008 and includes an introduction, a global overview of European legislative activities which set the background for Europeanization of national legislatures, 9 country contributions (8 EU member states + Switzerland) including systematic, comparative and standardized data, tables and figures, and a conclusion with a comparative analysis of the European and domestic reasons for Europeanization. All national contributions conclude that Europeanization of national legislation is much more limited than assumed in the literature and public debate. It is limited to 10 to 30% of laws (depending on the country), far less than the 80% predicted by Jacques Delors and mentioned daily by medias and public opinion leaders to demonstrate EU domination on member states. Beside that general statement, the various chapters propose a deep insight on EU constraint over national legislation, providing much information on the kind of laws and policies that are Europeanized, the evolution of this process through time, the impact of Europeanization on the balance of powers and the relations between majority and opposition at national level, the strategies developed by national institutions in that context, and many other issues, making the book of interest to academics and policy-makers concerned with Europeanization and national legislation.

Abstract

European integration has had an ever deepening impact on the member states. The first wave of research concerned the process of institution building and policy developments at the European Union (EU) level. The second wave, on Europeanization used the resulting integration as an explanatory factor in understanding domestic political change and continuity. What is now necessary is to link our understanding of these ˜bottom-up' and ˜top-down' processes of integration and Europeanization. This book argues that a third wave of research on the EU is needed to adequately understand the increased interconnectedness between the European and national political levels. We posit that this third wave should be sensitive to the temporal dimension of European integration and Europeanization. In particular, we ask: how has Europeanization affected current modes of integration and cooperation in the EU? One of the key findings of the book is the astonishing variation in modes of cooperation in the EU. We suggest that this variation can be explained by taking into account the sources of legitimacy on which cooperation and integration are based. We argue that whereas economic integration could be sufficiently backed by output legitimacy, deeper integration in other areas requires a degree of input legitimacy that is currently lacking in the EU. Therefore, non-economic integration is often taking forms of looser types of cooperation, such as the open method of coordination and benchmarking. We elaborate on this speculation in the conclusion and believe that it should be part of the future research agenda.

Abstract

This study addresses the marketing-mix standardization issue in the Central and Eastern European context. Special consideration is given to the construct of product cultural specificity, for which a new measure is proposed. The newly developed measure exhibits satisfactory levels of reliability, face, convergent and discriminant validity, while further research is required to establish the construct's nomological validity. Findings reveal that German consumer goods companies adopt a high degree of marketing-mix standardization in Central and Eastern Europe, with product and promotion being the most standardized elements.

Abstract

On 1 January 2002, euro banknotes and coins were introduced in twelve EU Member States. Three more countries joined in the following years, and over 300 million people now use the euro in their daily transactions. The currency changeover was a technical success. From the very start, however, the vast majority of euro area citizens held the single currency responsible for a sharp rise in prices and a subsequent decline in their personal economic fortunes. This book puts forward convincing empirical evidence, primarily drawn from Italy's experience, to establish whether the introduction of the euro has had a major impact on prices, and if not, why so many people believe it has. Its significance lies not only in the documentation of a historic event, but also and more importantly, in the lessons it provides, which concern the public's understanding of inflation, the correct assessment of the effects of the single currency, and the need for appropriate measures when other countries adopt the euro.

Abstract

This book deals with the development and transformation of the part of the educational system that has been called ˜the non-university higher education sector', ˜the polytechnic sector', and ˜the college sector'. In most Western European countries, higher education has to an increasing extent developed outside universities, partly through the establishment of new institutions, and partly through the up-grading of professional and vocational schools into higher education colleges. Yet, there is a shortage of in-depth studies on the changes that have taken place in this part of the educational system, and on the processes that have driven this development. This book gives an overview of the stepwise transformation of higher education systems. It uses Norway as a national case for in-depth analyses, and then compares this with parallel developments in Western Europe. The development is discussed within the frames of three phases: fragmented expansion, horizontal integration, and vertical integration.
