L'« approche par les capacités », élaborée par Amartya Sen, est un programme de recherche désormais important en sciences sociales. Elle propose une nouvelle économie politique qui fait des droits humains réels une valeur cardinale et accorde à la question des institutions une importance décisive. Elle éclaire des problèmes aussi divers que ceux des indicateurs macro-économiques, de la pauvreté, des rapports de genre, du sous-développement. Elle préconise un mode d'évaluation du bien-être social, centré sur la situation singulière des personnes. Et, concernant le processus de démocratisation, elle recommande de focaliser l'attention sur la participation des groupes les plus vulnérables. Il y a assurément là matière à bousculer les acceptions établies de la liberté en économie. Ce volume est consacré à la présentation et à la discussion des principes et des concepts de cette approche. Une réflexion critique est menée sur leur cohérence et leur pertinence dans diverses problématiques. À l'appui de cette réflexion sont présentées des applications dans différents domaines. La question des indicateurs du développement est mise en discussion, en tenant compte de la spécificité du contexte européen. Des objets d'enquête empirique comme les politiques publiques, le travail ou les directives sociales sont convoqués comme lieux de mise à l'épreuve des principes et des concepts de ce programme.
