L’État, en la personne de son souverain, a depuis toujours entretenu avec l’art un rapport privilégié. L’histoire de l’art qui traite des artistes et de leurs œuvres et l’histoire qui exalte la gloire du Prince se rencontrent aisément autour des Princes-mécènes qui ont encouragé les arts et honoré les artistes. Mais quand le Prince est devenu l’Etat républicain, depuis 1875 donc, tout devient beaucoup plus complexe. Comment définir un style, juger l’action, ou évaluer le rayonnement d’un « Prince » collectif, anonyme et changeant ? L’État républicain se veut respectueux de la liberté de création (intellectuelle, artistique), des goûts et des opinions de tout un chacun : peut-il avoir une politique de l’art, voire une esthétique qui inspire son mécénat ? Au-delà des simplifications habituelles sur « l’art officiel » et l’oppression des artistes d’avant-garde, Marie-Claude Genet-Delacroix montre que la gestion du patrimoine, la politique éducative en matière d’art, le soutien de la création s’intégrent dans un véritable système des Beaux-Arts qui, loin d’être un supplément d’âme accessoire, joue un rôle capital dans le triomphe et la pérennisation du modèle républicain français, libéral et démocratique.

Dit werk is een essay over motieven en redenen van cultuurbeleid. Het is bekend, de steeds terugkerende opmerkingen dat cultuur wel fijn is, maar niet zo nodig als pakweg goede wegen of gezondheidszorg. Cultuur is versiering en toevoe-ging, maar geen fundering noch noodzaak. Het overkomt Bart Caron zo vaak, op een etentje met vrienden, tijdens de toertocht met de wielerclub, aan de cafétoog, in de winkel of op de trein, dat mensen hem vragen of dat geld voor cultuur wel goed besteed is. Die artiesten toch, toffe mensen, maar wij moeten ze toch niet onderhouden met onze belastingen?!Overdreven? Niets is minder waar. Zelfs hoogopgeleide Vlamingen twijfelen aan de meerwaarde van een kunst- en cultuurbeleid. Nog steeds leeft de gedachte dat kunst en cultuur zoiets zijn als de kers of de slagroom op de taart. Het is best lekker, maar met wat minder kan het ook.Daarom heeft Bart Caron dit boek geschreven. Hij legt uit waarom cultuurbeleid geen luxe is, maar noodzaak. Hij deed dat uit bewondering voor kunstenaars en culturele werkers. Wat zij doen is het summum van menselijk kunnen. En uit respect voor het publiek: de ongelooflijke gewaarwordingen die kunstenaars de participanten leveren, zijn op geen enkele andere manier te realiseren.De centrale vraag ‘waarom cultuurbeleid geen luxe is?’, lokt veel bijkomende vragen uit. Bart Caron verdedigt de stelling dat een cultuurbeleid tegelijk regulerend, marktcorrigerend en marktversterkend is. Het gaat in op cultuurparticipatie, elitaire kunst en democratisering, en op een divers cultureel Vlaanderen. Er is aandacht voor de stille sociaal-culturele (r)evolutie, voor kunsten en sociaal- artistiek werk, en voor het onroerend erfgoed. Het staat ook stil bij de vraag of besparen in cultuur wel kan.Niet de kers op de taart is een essay over ‘motieven en redenen’ van cultuurbeleid. Het is een uitgebreid essay, gelardeerd met ironische, puntige stukjes. Over contrabas spelen, over de duisternis in de (beeldende) kunsthuizen, over archeologie, over televisie en over het nieuwe circus, en nog veel meer.

Congo Style presents a postcolonial approach to discussing the visual culture of two now-notorious regimes: King Leopold II's Congo Colony and the state sites of Mobutu Sese Seko's totalitarian Zaïre. Readers are brought into the living remains of sites once made up of ambitious modernist architecture and art in Kinshasa, Democratic Republic of the Congo. From the total artworks of Art Nouveau to the aggrandizing sites of post-independence Kinshasa, Congo Style investigates the experiential qualities of man-made environments intended to entertain, delight, seduce and impress. In her study of visual culture, Ruth Sacks sets out to reinstate the compelling wonder of nationalist architecture from Kinshasa's post-independence era, such as the Tower of the Exchange (1974), Gécamines Tower (1977), and the artworks and exhibitions that accompanied them. While exploring post-independence nation-building, this book examines how the underlying ideology of Belgian Art Nouveau, a celebrated movement in Belgium, led to the dominating early colonial settler buildings of the ABC Hotels (circa 1908-13). Congo Style combines Sacks's practice as a visual artist and her academic scholarship to provide an original study of early colonial and independence-era modernist sites in their African context.

Lorsque Henri IV a décidé, au tournant du XVIIe siècle, d’utiliser l’art à des fins politiques, ses projets étaient peu spectaculaires d’un point de vue strictement artistique. Ce n’est que petit à petit que l’État absolutiste grandissant a aspiré à une nouvelle forme de représentation susceptible de répondre à des attentes artistiques plus élevées. Ainsi, les successeurs de Henri IV, Louis XIII et Louis XIV, ont eu de plus en plus recours à la peinture d’histoire, considérée comme le genre artistique le plus noble. Les aspirations artistiques et politiques se rejoignirent dans la recherche d’une peinture capable de transposer des histoires à narration complexe. Or, en France, un tel genre restait à élaborer et c’est la politique qui en fut à l’origine. Cette union entre l’art et la politique artistique se révéla profitable aussi bien pour l’État que pour l’art lui-même : si l’État a ainsi pu disposer d’un moyen de représentation convaincant, l’art y a trouvé une forme d’expression jusqu’alors inconnue en France et qui devint vite un modèle pour d’autres pays. Mais les deux chemins devaient rapidement diverger. Ne pouvant plus répondre aux exigences toujours plus fortes de la politique, l’art s’est soustrait doucement à son influence. La voie était alors tracée pour la quête d’un art moderne et libre, objet de tant de discussions au XVIIIe siècle.
