Sometimes tragedies that have little to distinguish them from a wide range of similar events and which can make no claim to record numbers of casualties or destructive impact go down in history as fundamental and emblematic. This is the case of two of the airstrikes discussed in this volume: Barcelona and Dresden. Other tragedies, however, are sometimes obscured by circumstances elsewhere. This is the case of the “other Guernicas”: that is to say, the bombings of Otxandio, Durango and Elorrio in Biscay. They are good examples not only of the brutality inherent in all wars and of how methods of combat become increasingly barbaric as conflicts wear on but also of the way in which some circumstances push events to the forefront of history and make them emblematic.

Tens of thousands of Italian civilians perished in the Allied bombing raids of World War II. More of them died after the Armistice of September 1943 than before, when the air attacks were intended to induce Italy’s surrender.　 Allied Air Attacks and Civilian Harm in Italy, 1940–1945 addresses this seeming paradox, by examining the views of Allied political and military leaders, Allied air crews, and Italians on the ground. It tells the stories of a little-known diplomat (Myron Charles Taylor), military strategist (Solly Zuckerman), resistance fighter (Aldo Quaranta), and peace activist (Vera Brittain) – architects and opponents of the bombing strategies. It describes the fate of ordinary civilians, drawing on a wealth of local and digital archival sources, memoir accounts, novels, and films, including Joseph Heller’s Catch-22 and John Huston’s The Battle of San Pietro. The book will be of interest to readers concerned about the ethical, legal, and human dimensions of bombing and its effects on civilians, to students of military strategy and Italian history, and to World War II buffs. They will benefit from a people-focused history that draws on a range of eclectic and rarely used sources in English and Italian.

This report evaluates the economic wisdom of relying primarily on expendable weapons, such as cruise missiles, to conduct air-to-ground strike missions. Focusing solely on cost, the author examined the U.S. historical use of air-to-ground attack during and since the Vietnam War, looking, among other things, at the length of each conflict and the weapons expended. Only if the United States is confident that all possible conflicts over the system lifetime can be ended in a total of less than about ten days is exclusive reliance on expendable assets prudent. Expendable weapons do have some important operational advantages, but if the United States wishes to maintain the capability to wage air war efficiently for more than a few days, reusable platforms are an important part of an efficient force mix.
