Abstract

It is difficult to speak about Europe today without reference to its constitutive regions—supra-national geographical designations such as “Scandinavia,” “Eastern Europe,” and “the Balkans.” Such formulations are so ubiquitous that they are frequently treated as empirical realities rather than a series of shifting, overlapping, and historically constructed concepts. This volume is the first to provide a synthetic account of these concepts and the historical and intellectual contexts in which they emerged. Bringing together prominent international scholars from across multiple disciplines, it systematically and comprehensively explores how such “meso-regions” have been conceptualized throughout modern European history.

Abstract

Municipal and regional cross-border cooperation has already been common practice for a long time. This is shown by numerous existing Euroregions along the German border. The particular feature of this kind of cooperation is the participation of local and regional authorities of different states, which are separated by a national border. The judicial challenge is to legally overcome the national boundary in order to transform a mere partnership into an effective cooperation. This treatise outlines the existing instruments to implement such cooperation for German municipal authorities within their sphere of jurisdiction. Several questions are discussed: Are local authorities entitled to enter a transnational contract and if so, to what extent? What possibilities are offered by the German Constitution and existing umbrella agreements, and what is the relevance of the achievement of the European Regulation on a European Grouping of Territorial Cooperation? Furthermore, the important issue of transnational joint performance of exercising state authority as well as aspects of cross-border economic activities of local authorities are discussed. Grenzüberschreitende Zusammenarbeit auf kommunaler Ebene ist bereits seit Langem gelebte Praxis. Das zeigt schon ein Blick auf die Gebiete der zahlreichen Euroregionen entlang der bundesdeutschen Grenze. Die Besonderheit dieser Art von Kooperation ist jedoch, dass an ihr kommunale Gebietskörperschaften unterschiedlicher Staaten teilnehmen und das Kooperationsgebiet durch die Staatsgrenze geteilt ist. Herausforderung ist es, diese Grenze in rechtlicher Hinsicht zu überwinden, um eine bloße Partnerschaft in eine wirkungsvolle Zusammenarbeit zu wandeln. Es wird aus dem Blickwinkel deutscher Kommunen aufgezeigt, welche Instrumente ihnen zur Verfügung stehen, um aus eigener Kraft eine solche Kooperation zu verwirklichen. Dürfen Kommunen überhaupt grenzüberschreitend vertraglich tätig werden und wenn ja, in welchem Ausmaß? Welche Möglichkeiten werden ihnen durch die Verfassung oder durch Dachstaatsverträge eröffnet und welchen Stellenwert hat die unionale Errungenschaft des Europäischen Verbunds für territoriale Zusammenarbeit? Erörtert wird zudem die wichtige Frage, ob und inwieweit die gemeinschaftliche Erfüllung hoheitlicher Aufgaben möglich ist. Nicht zuletzt werden Fragen zur wirtschaftlichen kommunalen Betätigung mit Grenzübertritt beleuchtet.

Focussing European borders: The book provides insight into a variety of changes in the nature of borders in Europe and its neighborhood from various disciplinary perspectives. Special attention is paid to the history and contemporary dynamics at Polish and German borders. Of particular interest are the creation of Euroregions, mutual perceptions of Poles and Germans at the border, EU Regional Policy, media debates on the extension of the Schengen area. Abstract

Frontier Tibet: Patterns of Change in the Sino-Tibetan Borderlands addresses a historical sequence that sealed the future of the Sino-Tibetan borderlands. It considers how starting in the late nineteenth century imperial formations and emerging nation-states developed competing schemes of integration and debated about where the border between China and Tibet should be. It also ponders the ways in which this border is internalised today, creating within the People's Republic of China a space that retains some characteristics of a historical frontier. The region of eastern Tibet called Kham, the focus of this volume, is a productive lens through which processes of place-making and frontier dynamics can be analysed. Using historical records and ethnography, the authors challenge purely externalist approaches to convey a sense of Kham's own centrality and the agency of the actors involved. They contribute to a history from below that is relevant to the history of China and Tibet, and of comparative value for borderland studies.

Abstract

The world is experiencing one of the largest movements of people in history with 65 million people displaced by conflict in 2015, the majority of which were from Asia. This book brings a deep engagement with individuals whose lives are shaped by encounters with borders by telling the stories of a poor Bangladeshi women who regularly crosses the India border to visit family, of Muslims from India living in Gulf countries for work, and the harrowing journey of a young Afghan man as he sets off on foot to Germany. The international and interdisciplinary work in this book contributes to this moment by analyzing how borders are experienced by migrants and borderlanders in South Asia, how mobility and diaspora are engaged in literature and media, and how the lives of migrants are transformed during their journey to new homes in South Asia, the Middle East, North America, and Europe.
