Abstract

This open access book is based on the conference organised by Accademia dei Lincei and the US National Academy of Sciences and supported by the Italian Ministero degli Affari Esteri. It was attended by about 60 scientists and researchers from 13 countries, including, besides Europe, Iran, Israel, Iraq, Pakistan, India, Japan, Russian Federation and the USA. In an international scenario shaken by the uncertainties of the pandemic and the war between Russia and Ukraine, dialogue and scientific collaboration are confirmed to be precious tools to enhance nuclear safety, security and non-proliferation. The urgency to open peace discussions in Ukraine was emphasised by all participants, and the belief that science can make an essential contribution to peace construction was reaffirmed. Current challenges (some new, such as autonomous weapons and the use of artificial intelligence for war purposes) are discussed and attempts made to identify possible solutions and future improvements, including in the field of sustainable energy development.

Abstract

By shedding light on EULEX - the EU mission to Kosovo – this open access book investigates the EU’s peacebuilding activities in that country, in the light of the normative power theory in the post-conflict setting and peacebuilding theory. Ten years after the massive engagement of the EU in the country torn by war, the authors critically assess the effects of the EU projecting its normative power – the enforcement of its standards, ‘good’ or ‘bad’ – through the EULEX mission, taking into consideration also the local aspects, so far neglected in this field of research. Inspecting thoroughly the EULEX activities in the police, customs and judiciary sector, the authors reveal that the mission can contribute to a positive change, but only in those cases which do not request a heavy political involvement and broad leverage by other international players (for example in improving standards of work in police and customs). When it comes to the most serious cases of organized crime, corruption and war crimes, EULEX, however, has not been able to address them effectively due to several internal mission’s deficiencies and external factors; the perceived ineffectiveness of EULEX among the local population led to the lowering of trust not only in this CSDP mission, but also in the EU in general. This open access book offers a comprehensive assessment of the EULEX mission, based on two Horizon2020 research projects: IECEU - Improving the Effectiveness of Capabilities in EU Conflict Prevention, and KOSNORTH – The European Union and its Normative Power in a Post-conflict Society: A Case Study of Northern Kosovo (Marie Sklodowska-Curie Individual Fellowship). As such it is an invaluable resource for scholars, students and policymakers interested in security questions in South Eastern Europe and EU external action.

Abstract

"Recent acts of terrorism and the current unrest in the Middle East remind us how important it is to understand the relationship between peace and democracy. In an insightful introductory essay to this report, Nobel laureate Amartya Sen challenges widely accepted explanations for violence. He makes a plea for a global, multilateral debate on the causes of conflict, and an understanding of the multiple identities of the individuals involved. Abstract

This open access book examines how creating a national brand assisted Qatar in absorbing the shock and awe following the outburst of the crisis with Saudi Arabia, Bahrain, Egypt, and the United Arab Emirates in May 2017. The authors discuss the country's diplomatic performance, which was characterized by five main factors that helped Qatar to deal with the crisis successfully. These factors include the failure of the element of surprise, years of building Qatar’s national brand, Qatar's arsenal of soft power, international alliances, and the opponents’ quandary. This book further scrutinizes Qatar’s role in the region and all questions related to this role through the lenses of its nation brand. The book provides explanations for the success of Qatar in absorbing the “shock and awe” in the early stage of the last Gulf crisis, presenting various arguments on how establishing a nation brand helped Qatar to deal with the crisis successfully. The book follows an original approach that views the Qatari case from a scientific perspective, investigating the art of nation branding. It will appeal to students, researchers, and scholars of international relations, psychology, political science, and journalism, as well as policy-makers interested in a better understanding of soft power, nation branding, Middle East studies, and diplomacy.

Abstract

In diesem Open-Access-Buch werden Prozesse und Dynamiken der Zusammenarbeit zwischen verschiedenen Akteur*innen in Projekten des zivilen Friedensdienstes in Kenia, Sierra Leone und Liberia betrachtet. Das durch lokale und internationale Akteur*innen gemeinsame Bearbeiten von Konflikten und Herausforderungen der Friedenskonsolidierung hat in der deutschen Friedensarbeit eine lange Tradition und wird in einer globalisierten Welt immer wichtiger. Deswegen geht das Buch der sowohl für die Wissenschaft als auch für die Friedenspraxis relevanten Frage nach, inwiefern im Kontext der Zivilen Konfliktbearbeitung eine gleichberechtige Partnerschaft vorliegen kann. Indem sich die Arbeit auf die Chancen und Herausforderungen der Zusammenarbeit konzentriert, gelingt es, den Blick auf die alltäglichen Aktivitäten zu legen, die eigentlichen Prozesse und Reibungspunkte der Friedensarbeit zu analysieren und einen wertvollen Beitrag zur kritischen Friedensforschung und der Diskussion um Hybridität und Friction zu leisten.
