Abstract

Why are citizens in some countries more willing to pay taxes than in other countries? This book examines the history of the relationship between citizens and their states in five countries, (Sweden, Britain, Italy, Romania, and the United States), and demonstrates how and why people in in some countries have come to trust the government with their money while in other countries they do not. The book explores the evolution of this relationship in detail, in each case showing how some governments developed the fiscal and technical capacity to tax their citizens fairly and deliver public services efficiently. In short, how and why some countries became more trustworthy than others.

Abstract

The legitimacy of the state’s authority is in crisis, as one is informed from all quarters. The future of representative democracy is in danger, and the era of post-democracy has been proclaimed. One of the most pressing constitutional and policy discussions in recent years has accordingly been whether, and to what extent, the representative system has reached its limits and how democracy can be revitalised. The debate has been ignited at the parliamentary as well as at the administrative level. This phenomenon can be observed in Germany and South Africa alike. Despite the differences between South Africa and Germany, both States’ constitutions provide for a federal parliamentary system and a powerful constitutional court. The conference proceedings develop possible solutions for solving the challenges to the principle of democracy. After the initial diagnosis of the loss of the legitimation of the representative state, possible cures inherent in the representative system itself are explored. In a further step, it is asked to what extent more participation on the legislative as well as the executive level can help to strengthen the legitimation of the state.

This handbook compares fiscal federalism arrangements in eleven federal/ decentralized countries. Each chapter examines an individual country, laying out its constitutional design as relates to fiscal powers and the division of those powers between levels of government. Specifically, the analyses consider powers of taxation, spending, regulation, and more. Focusing on Australia, Brazil, Canada, Ethiopia, Germany, India, Italy, South Africa, Spain, Switzerland, and the United States, the contributors provide a fascinating account of how federal countries are confronting the traditional challenges of conflicts over division of fiscal powers while also coping with the ongoing challenges of globalization and citizen empowerment that arise from the information revolution.
