Bei der Publikation handelt es sich um den zweiten von zwei Bänden der Edition ausgewählter fachphilosophischer Schriften der Genfer Philosophin Jeanne Hersch (1910-2000). Ziel der Edition ist es, vergriffene oder nur schwer zugängliche Schriften der bedeutendsten Schweizer Philosophin einem breiteren Publikum zugänglich zu machen. Dazu wurden die ausgewählten Texte von Hersch von den Herausgebern eingeleitet und mit einem ausführlichen wissenschaftlichen Kommentar versehen. Die Schriften erscheinen in deutscher Sprache, wobei entweder auf bereits vorliegende Übersetzungen zurückgegriffen wurde oder Übersetzungen eigens für die Edition angefertigt wurden. Der zweite Band der Edition enthält Texte von Hersch zur politischen Philosophie. Er umfasst als Hauptwerk das Buch "Die Ideologien und die Wirklichkeit" sowie eine Auswahl von Aufsätzen. Damit sind Herschs philosophische Stellungnahmen zur politischen und ideologischen Situation der Nachkriegszeit, insbesondere ihre Kritik totalitärer Ideologien, ihre Analysen des politischen Handelns und der Ontologie von Macht sowie ihre Bemühungen um eine philosophische Begründung und eine Klärung der Bedeutung der Menschenrechte repräsentiert.

"Die Frage, ob, wann und wie die internationale Gemeinschaft auf Verletzungen humanitärer Normen und damit verbundene humanitäre Krisen reagieren soll, gehört zweifellos zu den vieldiskutierten Themen auf der Agenda der heutigen internationalen Politik. Allerdings tauchte diese Problematik nicht erst am Ende des 20. und zu Beginn des 21. Jahrhunderts plötzlich aus dem Nichts auf, sondern bereits im Verlauf des »langen 19. Jahrhunderts« setzte man sich kontrovers mit dieser Problematik auseinander. Anhand ausgewählter Fallbeispiele wie dem Kampf gegen den Sklavenhandel (1807-1890), den Militärinterventionen der europäischen Großmächte zur humanitären Nothilfe für christliche Minderheiten im Osmanischen Reich (1827-1878) oder dem Eingreifen der Vereinigten Staaten in den kubanischen Unabhängigkeitskrieg (1898) untersucht Fabian Klose die militärische Praktik und die völkerrechtlichen Debatten zum Schutz humanitärer Normen gewaltsam einzugreifen."

The study examines the current state of implementation of the UN Convention on the Rights of People with Disabilities (CRPD) with regard to the inclusion of children with special needs in mainstream schools in the German states. It provides a comprehensive structural analysis of this area.Article 24 of the convention obliges the signatory states to guarantee an inclusive education system at all levels. In order to examine the extent to which the German states (Länder) implement this requirement in law and practice in their school systems, empirically measurable indicators were formed on the basis of the provisions of the CRPD.Even more than 10 years after ratification of the CRPD, the majority of the German states still face major challenges. Only a few German states are currently undergoing a process of transformation, which is why the majority of children and young people with special educational needs continue to be trained in special and segregated structures. Die Studie untersucht den derzeitigen Umsetzungsstand der UN-BRK im Bereich schulische Inklusion in den deutschen Bundesländern. Sie liefert damit eine umfassende Strukturanalyse in diesem Bereich.Art. 24 der Konvention verpflichtet die Vertragsstaaten zur Gewährleistung eines inklusiven Bildungssystems. Um zu prüfen, inwiefern die Länder diese Anforderung rechtlich und praktisch umsetzen, wurden auf Basis des Normtextes der UN-BRK empirisch messbare Indikatoren gebildet. Auch mehr als 10 Jahre nach Ratifizierung der UN-BRK steht die Mehrheit der deutschen Bundesländer vor großen Herausforderungen. Ein Transformationsprozess findet bisher nur in wenigen Bundesländern statt, weshalb weiterhin überwiegend Kinder und Jugendlichen mit sonderpädagogischen Förderbedarf in Sonderstrukturen beschult werden.

The contributions to the 2020 edition of OSCE Insights examine the various crises the OSCE faced during that year. Themes include the efforts of the Minsk Group to manage the conflict over Nagorno-Karabakh and the implications of anti-coronavirus measures for the OSCE Code of Conduct on Politico-Military Aspects of Security. Furthermore, authors analyse OSCE conflict cycle tools, the OSCE’s role in the fight against antisemitism, the increasingly limited space for supporting democratic police governance in Central Asia, trust-building in the field of arms control, societal views on the conflict in Eastern Ukraine, relations between the OSCE and the Council of Europe, and Kazakhstan’s aspirations for hosting a connectivity center.

"The situation in Palestine has influenced the deployment of international human rights law and international humanitarian law. The impact of longterm Israeli occupation and the rule of the Palestinian Authority in the Occupied Territory is multifaceted. Despite the various research on Palestine, human rights, and the rule of law, few studies have been conducted on the enforcement mechanisms of human rights in Palestine. This study examines the applicability of international human rights and humanitarian laws as well as domestic laws to assess the contribution of these directives in protecting the fundamental human rights of Palestinians in the Occupied Territory. It conducts an in-depth case study of three basic rights: the right to movement, the right to property, and the right to equality and non-discrimination in the Occupied Territory. The study further examines the role of the Palestinian High Court of Justice and the Israeli Supreme Court in implementing domestic and international laws. In this regard, the study examines the major laws which are invoked, in certain circumstances, to limit the ability of Palestinians to confiscate, expropriate, and destruct their private property, and to implement discriminatory practices against them. The study further examines whether the available international and domestic mechanisms are effective, and if not, it suggests modifications upon which a functional national and international system could be built.The findings of the research demonstrate that international human rights treaties and international humanitarian law conventions are de facto and de jure applicable in the Occupied Territory. As a result of the aforementioned in-depth study cases, it can be concluded that human rights violations against Palestinians in the Occupied Territory are committed by the Palestinian Authority and the Israeli government. In addition, the Palestinian and the Israeli judiciaries have failed to grant Palestinians reasonable protection or a just remedy, and they are dysfunctional and politically driven. The study concludes with a proposal for new mechanisms for Palestinians to redress human rights violations. The further outcomes of this study argue that neither international human rights nor humanitarian law guarantee full protection for Palestinians. Hence, the implication of the findings indicates that the regulations of international human rights and humanitarian laws, which were made by the powers of the nineteenth century with their colonial provisions, might not fit to the present complications of the current challenges to international law in Palestine. The goal is to promote a re-thinking approach to the employment of human rights to serve all people in an efficient and well-organized system. The scope of this study is not meant to grant Palestinians favorable treatment in the multilateral international system, but to achieve just and successful remedies for victims of human rights violations."
