Abstract

Mónica waits in the Anti-Venereal Medical Service of the Zona Galactica, the legal, state-run brothel where she works in Tuxtla Gutiérrez, Mexico. Surrounded by other sex workers, she clutches the Sanitary Control Cards that deem her registered with the city, disease-free, and able to work. On the other side of the world, Min stands singing karaoke with one of her regular clients, warily eyeing the door lest a raid by the anti-trafficking Public Security Bureau disrupt their evening by placing one or both of them in jail.Whether in Mexico or China, sex work-related public policy varies considerably from one community to the next. A range of policies dictate what is permissible, many of them intending to keep sex workers themselves healthy and free from harm. Yet often, policies with particular goals end up having completely different consequences.Policing Pleasure examines cross-cultural public policies related to sex work, bringing together ethnographic studies from around the world—from South Africa to India—to offer a nuanced critique of national and municipal approaches to regulating sex work. Contributors offer new theoretical and methodological perspectives that move beyond already well-established debates between “abolitionists” and “sex workers’ rights advocates” to document both the intention of public policies on sex work and their actual impact upon those who sell sex, those who buy sex, and public health more generally.

Abstract

During the late nineteenth century the city of Berlin developed such a reputation for lawlessness and sexual licentiousness that it came to be known as the "Whore of Babylon." Out of this reputation for debauchery grew an unusually rich discourse around prostitution. In Berlin Coquette, Jill Suzanne Smith shows how this discourse transcended the usual clichés about prostitutes and actually explored complex visions of alternative moralities or sexual countercultures including the "New Morality" articulated by feminist radicals, lesbian love, and the "New Woman."Combining extensive archival research with close readings of a broad spectrum of texts and images from the late Wilhelmine and Weimar periods, Smith recovers a surprising array of productive discussions about extramarital sexuality, women's financial autonomy, and respectability. She highlights in particular the figure of the cocotte (Kokotte), a specific type of prostitute who capitalized on the illusion of respectable or upstanding womanhood and therefore confounded easy categorization. By exploring the semantic connections between the figure of the cocotte and the act of flirtation (of being coquette), Smith's work presents flirtation as a type of social interaction through which both prostitutes and non-prostitutes in Imperial and Weimar Berlin could express extramarital sexual desire and agency.

Abstract

Bis ins 20. Jahrhundert gab es in Europa Bordelle, in denen Prostitution staatlich toleriert und kontrolliert wurde. Die Studie untersucht, welche Argumente und Faktoren in den Parlamenten Deutschlands, Frankreichs und Italiens den Ausschlag gaben, um dieses System abzuschaffen. Historisch relevant ist eine Untersuchung dieser Gesetzesdebatten, da in ihnen ein Mentalitätswandel sichtbar wird. Neben hygienischen, moralischen und menschenrechtlichen standen sozial-, außen- und sicherheitspolitische Aspekte zur Diskussion. Nicht allein die Hierarchie zwischen den Geschlechtern wurde hinterfragt, sondern auch die innerhalb der Klassengesellschaft. Dass das Thema so delikat ist, erweist sich dabei als Vorteil; die parlamentarischen Debatten förderten Argumente und Denkweisen zutage, die sonst nicht ausgesprochen wurden, geschweige denn protokolliert. Methodische Relevanz kommt der Studie zu, weil über den Sinn transnationaler und vergleichender Geschichtsschreibung zwar viel theoretisch reflektiert wurde, es aber an sachgerecht abgegrenzten, quellengestützten empirischen Studien weiterhin mangelt. König leistet dem Abhilfe, indem er demonstriert, wie weit der historische Vergleich tragen kann, wenn er konsequent durchgeführt wird.

Abstract

The relationships between female sex workers and their noncommercial male partners are often assumed to be coercive and anchored in risk, dismissed as “pimp-prostitute” arrangements by researchers and the general public alike. Yet, these stereotypes unjustly erase the complexity of lives we imagine to be consumed by social suffering. Dangerous Love centers a framework of love to rethink sex workers’ intimate relationships as commitments to collective solidarity and survival in contexts of oppression. Combining epidemiological research and ethnographic fieldwork in Tijuana, Mexico, Jennifer Leigh Syvertsen examines how individuals try to find love and meaning in lives marked by structural violence, social marginalization, drug addiction, and HIV/AIDS. Linking the political economy of inequalities along the border with emotional lived experience, this book explores how intimate relationships become dangerous safe havens that fundamentally shape both partners’ well-being. Through these stories, we are urged to reimagine the socially transformative power of love to carve new pathways to health equity.

Abstract

In Debatten um Sexarbeit und Prostitution wird viel über »die osteuropäischen Prostituierten« diskutiert. Doch wie gestalten sich die Lebensalltage von Menschen aus osteuropäischen Ländern, die in Deutschland der Sexarbeit nachgehen? Basierend auf einer langfristigen ethnographischen Forschung in Berlin bietet Ursula Probst Antworten auf diese Frage. In Auseinandersetzung mit den Erfahrungen von Frauen und Männern aus verschiedenen Ländern des östlichen Europas zeigt sie auf, dass prekäre Lebensumstände sexarbeitender Migrant*innen Ausdrücke weitreichender Marginalisierung, Sexualisierung und Rassifizierung von Osteuropäer*innen im neoliberalen Europa sind.

Abstract

Save the Womanhood is a fascinating new history about promiscuity, prostitution and the efforts of local social purists to 'save' working-class women from themselves. The book examines how the work of the Liverpool Vigilance Association was supplemented by others, such as the Women Police Patrols, the Liverpool House of Help and the local branch of the Catholic Women's League. It argues that though these organizations helped many lost and stranded women, their work also enacted a form of moral surveillance on the streets. As such, the book uncovers how important twentieth-century anxieties about changing sexual practices, female immigration, white slavery and the rise of new consumer cultures played out at local level and with what consequences for women in Liverpool. The book also brings together a wide range of local and national sources to show that when female-run, local organizations concerned about immorality went into decline in the post-war years, it was because official institutions and local law enforcement had increasingly taken up their cause. Consequently, Save the Womanhood argues that young, working-class women who travelled through Liverpool in search of work and adventure continued to arouse moral anxiety even as the city's social purists battled to maintain their influence.

The impetus behind this Special Issue emerged from a quest to move beyondbinary thinking in the contemporary period about people who sell sexual services,including recent disputes about “sex trafficking vs. prostitution” and“criminalization vs. decriminalization”, to encourage theoretical and empiricalscholarship by exploring how sex work actually operates under different regulatoryregimes. The volume includes contributions from scholars of different socialsciences backgrounds based in five countries– New Zealand, the United Kingdom,Brazil, the United States and Canada. The article topics range widely,and both quantitative and qualitative research methods are showcased. The empiricalevidence presented adds to our current understanding of the complexityof this phenomenon of sex commerce/prostitution, which is found to be largelya problem of social inequality within and across capitalist societies. Welche Machtlogiken wirken bei der Interpretation von Prostitution als Problem individueller moralischer Führung einerseits und als gesamtgesellschaftliches, politisches Problem andererseits? Die Autorin verbindet zwei Schlüsselkonzepte aktueller politischer und feministischer Theorie - Intersektionalität und Gouvernementalität - mit der historischen Analyse der Problematisierung von Prostitution und ihren Regierungsweisen Anfang des 20. Jahrhunderts. Sie zeigt empirisch auf, dass verschiedene gesellschaftliche Gruppen jeweils spezifisch moralisch regiert wurden und plädiert für ein politisches und prozessorientiertes Verständnis von Intersektionalität, so dass differenzierte Mechanismen der Machtausübung erfassbar werden. Which power logics work in the interpretation of prostitution as a problem of individual moral leadership on the one hand and as a political problem for society as a whole on the other? The author combines two key concepts of current political and feminist theory - intersectionality and governmentality - with the historical analysis of the problematization of prostitution and its modes of government at the beginning of the 20th century. It empirically shows that different social groups were each specifically morally governed and argues for a political and process-oriented understanding of intersectionality, so that differentiated mechanisms of the exercise of power can be grasped.

Available Open Access under CC-BY-NC licence. While the debate on regulating prostitution usually focuses on national policy, it is local policy measures that have the most impact on the ground. This book is the first to offer a detailed analysis of the design and implementation of prostitution policy at the local level and carefully situates local policy practices in national policy making and transnational trends in labour migration and exploitation. Based on detailed comparative research in Austria and the Netherlands, and bringing in experiences in countries such as New Zealand and Sweden, it analyses the policy instruments employed by local administrators to control prostitution and sex workers. Bridging the gap between theory and policy, emphasizing the multilevel nature of prostitution policy, while also highlighting more effective policies on prostitution, migration and labour exploitation, this unique book fills a gap in the literature on this contentious and important social issue.

La questione mette in gioco molteplici dimensioni che interrogano i corpi, le identità, il potere, così come le leggi, i diritti e le condizioni materiali di vita delle persone, che hanno bisogno di letture complesse e rigorose, di analisi che siano in grado di rendere visibili nello spazio pubblico la diversità delle esperienze e delle identità di chi vive di lavoro sessuale, le connessioni tra mercati del sesso e migrazioni, l’impatto delle politiche pubbliche, ecc. Con il loro taglio interdisciplinare, e attraverso un linguaggio scientificamente fondato ma al contempo accessibile, i diversi capitoli di questo volume sono una bussola per capire i rischi e le potenzialità delle politiche, degli interventi sociali e dei dibattiti esistenti in Italia, ma anche quelli prodotti in contesti internazionali.
