Abstract

This is a work of original research in the field of the history of science and technology. Following WWII, the Allies attempted the largest forced technology transfer in history by extracting intellectual reparations from occupied Germany. In nearly every field of science and technology, the Western allies--the US, UK, France, and USSR--assembled teams of experts who scoured defeated Germany seeking industrial secrets and those who could explain them. The book argues that these efforts changed international ideas of what it takes to transfer technology and were themselves shaped by how policy makers saw science fitting into society.

Abstract

This handbook presents the state of the art of quantitative methods and models to understand and assess the science and technology system. Focusing on various aspects of the development and application of indicators derived from data on scholarly publications, patents and electronic communications, the individual chapters, written by leading experts, discuss theoretical and methodological issues, illustrate applications, highlight their policy context and relevance, and point to future research directions. A substantial portion of the book is dedicated to detailed descriptions and analyses of data sources, presenting both traditional and advanced approaches. It addresses the main bibliographic metrics and indexes, such as the journal impact factor and the h-index, as well as altmetric and webometric indicators and science mapping techniques on different levels of aggregation and in the context of their value for the assessment of research performance as well as their impact on research policy and society. It also presents and critically discusses various national research evaluation systems. Complementing the sections reflecting on the science system, the technology section includes multiple chapters that explain different aspects of patent statistics, patent classification and database search methods to retrieve patent-related information. In addition, it examines the relevance of trademarks and standards as additional technological indicators. This book explores the multiple challenges that the global technology shift is posing to the EU. Abstract

Klonen, navelstrengbloedbanken en onderzoek op embryo’s zijn niet meer weg te denken uit de media en houden verband met stamcellen. Vaak gaat de aandacht naar een nieuwe medisch-wetenschappelijke doorbraak of een ethische controverse. En net om ethische overwegingen met wetenschappelijke vooruitgang te kunnen verzoenen, is een duidelijk en vooruitziend juridisch kader cruciaal.Dit boek behandelt aan de hand van een interdisciplinaire en rechtsvergelijkende methode de juridische aspecten van stamcellen en stamcelonderzoek. Op chronologische wijze worden juridische vraagstukken geanalyseerd, zonder de medische achtergrond en de ethische insteek uit het oog te verliezen. Eerst wordt er ingegaan op de stamceldonor, die geïnformeerd moet toestemmen, maar daar niet altijd de kans toe krijgt. Over navelstrengbloeddonatie beslist de moeder immers zonder de vader, en de donor ontvangt meestal niet alle informatie over de toekomstige toepassingen.Vervolgens komt de discussie over biobanken en navelstrengbloedbanken aan bod. Aangezien stamcellen voor lange tijd bewaard kunnen worden en zichzelf vermenigvuldigen, kunnen ze in nieuwe onderzoeksprojecten worden gebruikt. Wat gebeurt er als de donor niet had toegestemd met een dergelijk onderzoek of met het gebruik van zijn gegevens? In dit deel formuleert de auteur ook een antwoord op de vraag of de bewaring tegen betaling van navelstrengbloedstamcellen voor eigen gebruik wel in onze op solidariteit gerichte samenleving past.In het afsluitende deel licht de auteur het gebruik van stamcellen toe. Stamcellen kennen al veel toepassingen. In experimenten, therapeutische behandelingen, geneesmiddelen, cosmetica en uitvindingen vormen stamcellen geregeld de basis. Het moeilijke evenwicht tussen de vrije keuze van de patiënt en de consument enerzijds en de beschermende functie van de maatschappij anderzijds komt in dit laatste deel zeer duidelijk tot uiting. De auteur is erin geslaagd een genuanceerde kijk te bieden op de verscheidene juridische, maar ook medische en ethische vragen die stamcellen doen rijzen. Zij loodst de lezer op een verstaanbare wijze doorheen de fascinerende wereld van stamcellen, zonder de vaak tegenstrijdige belangen van de betrokkenen te vergeten.
