"This report, commissioned by the XIX Government of Portugal, provides an evaluation of the comprehensive labour market reforms undertaken in Portugal over the period 2011-2015. It describes reforms in the areas of employment protection legislation, unemployment benefits, activation, collective bargaining, minimum wages and working time. The report reviews the reforms in detail and assesses the available evidence on the impact they have had on the labour market. The report concludes that the Portuguese labour market reforms were a move in the right direction. However, despite the progress made, many challenges remain and some of the reforms may not have gone far enough. Unemployment remains high and this situation has fuelled an increase in both poverty and long-term unemployment The labour market remains highly segmented and, in the context of very low inflation, the presence of downward nominal wage rigidity is likely to remain a barrier to the competitiveness of the Portuguese economy - unless productivity growth is strengthened."--Back cover.

This book explores Portugal’s response to the 2008 economic crisis and how the country regained the trust of the global capital markets through investor support. The experiences and successes of Portugal are compared with the other Eurozone countries, in particular Greece which had to negotiate a series of assistance programs, to highlight the strategies which helped lessen the impact of the debt crisis. This book aims to provide insight into the global investor ecosystem and to how financial globalization works in practice, illustrating how the multinational investor universe, the financial media, rating agencies, and how investment banks interact. It will be relevant to students and researchers interested in financial markets and political economy, and also financial market practicioners and policy makers. João Moreira Rato is a visiting professor at NOVA University Lisbon IMS and a research associate at the Systemic Risk Centre at the LSE. He was previously CEO and Chairman of the Portuguese Debt Management Office and Treasury.

This paper discusses that the average investment growth needed for Portugal was to achieve the 2-percent and 2.5-percent real GDP growth in the medium term. It is likely that the growth rate of investment must significantly exceed the projected 4.9 percent in order to achieve the GDP growth path envisaged in the 2017 Stability Program. Specifically, per staff estimates, investment needs to grow at around 8.5 percent per year in case the TFP growth remains at -0.26 percent. The challenges confronting Portuguese banks were discussed in the 2016 Article IV staff report, which highlighted low profitability and weak asset quality as key concerns. The regulatory environment has exerted positive pressure insofar as the review of business models has now become an integral part of the supervisory agenda, especially for Single Supervisory Mechanism (SSM)-supervised banks. Pursuant to the Capital Requirements Directive IV (CRD-IV), banks’ business models are considered in the Supervisory Review and Evaluation Process (SREP) performed by the supervisory authorities not only to determine capital and liquidity requirements but also to assess banks’ recovery plans.

Population Politics in the Tropics explores colonial population policies in Angola between 1890 and 1945 from a transimperial perspective. Using a wide array of previously unused sources and multilingual archival research from Angola, Portugal and beyond, Samuël Coghe sheds new light on the history of colonial Angola, showing how population policies were conceived, implemented and contested. He analyses why and how doctors, administrators, missionaries and other colonial actors tried to grasp and quantify demographic change and 'improve' the health conditions, reproductive regimes and migration patterns of Angola's 'native' population. Coghe argues that these interventions were inextricably linked to pervasive fears of depopulation and underpopulation, but that their implementation was often hampered by weak state structures, internal conflicts and multiple forms of African agency. Coghe's fresh analysis of demography, health and migration in colonial Angola challenges common ideas of Portuguese colonial exceptionalism.
