Sinds 2006 is het aanspreekpunt voor scholen bij de politie wettelijk verplicht. Politiezone CARMA creëerde in mei 2017 de actieve operationele functie van schoolagent. Die functie past binnen de gemeenschapsgerichte politiezorg. De schoolagent is een ‘wijkagent van de scholen’. Zijn werkdomein is dus geen wijk, maar omvat scholen en meer specifiek jongeren vanaf 12 jaar. De schoolagent is een twee-in-één-functie. Hij is zowel aanspreekpunt voor de scholen als wijkagent. Op die manier krijgen alle scholen en de betrokken medewerkers via deze ene functie dezelfde kwaliteitsvolle dienstverlening. De schoolagent is de politionele proactieve schakel in de veiligheidsketen in en rond het onderwijs. Als ‘spelverdeler’ kan hij zaken zelf afhandelen, intern doorgeven aan gespecialiseerde lokale politiediensten of extern aan één van de partners. Deze aanpak loont: het vertrouwen tussen de partners groeit en de samenwerking versterkt.

Between 1997 and 1999 the ECMT issued three reports and three resolutions on safety in road traffic for vulnerable users, namely cyclists, pedestrians and users of two-wheeled motorised vehicles (mopeds and motorcycles). These studies form part of a wider area of review which, in addition to road safety itself, takes into account the demographic trend in ECMT countries - population ageing - and the highly topical issues of mobility, land use planning, the environment and public health. The measures recommended (whether general or specific to each user category) show that much remains to be done to ensure the safety of vulnerable users. The aim is not to promote a single model, but to develop strategies tailored to the specific features of each country. This publication should enable all concerned to take stock of the different approaches developed in ECMT countries and to find guidance in examples of "good practice".

L'élargissement des frontières de l'Europe a remis au premier plan de l'actualité la question des gens du voyage. Dès 1830, la Belgique, État libéral, se trouve confrontée à la gestion de ces groupes familiaux, sans identité nationale. Cette recherche examine le regard porté sur les Tsiganes par l'administration de la Sûreté publique au XIXe siècle. Sur la base des dossiers conservés aux Archives de l'État, l'auteure montre comment le regard positif sur ces populations, bien accueillies dans la société rurale, se transforme, après la guerre de 1870, avec l'industrialisation et le renforcement des frontières nationales. L'image positive des Tsiganes cède le pas à une vision pessimiste de ces groupes familiaux venus de l'Est, soupçonnés de menacer l'ordre social et de troubler la nationalisation des sociétés européennes.
