Abstract

By challenging more common analyses that point to the existence of a "post-conflict scenario" in Colombia and those that resist the narrative of "success", both of which operate within the logic of presence/absence of violence, this book proposes instead that we think of "post-conflict" in terms of the transformation of the rules on the use of violence. The analysis unfolds in two parts: the first explores the conditions of possibility of the Colombian "success story" and the web of criteria legitimizing the "success", as well as the silencing mechanisms allowing for Colombia to circulate internationally as a formula to be replicated in other parts of the world; the second, focuses on the historicization of the mechanisms through which new rules are transmitted among the professionals of the public force, specifically the transformations of military schools and training centers in Colombia from times of "war" to "peace". The author argues that key to this transformation is a unique discursive articulation around the "military professional" which slides from "citizen-soldier" to "expert-soldier". Abstract

The intense debate over US targeted drone strikes outside war zones has been limited by the failure to review and assess a considerable body of quantitative research and qualitative material on the impacts of such strikes on terrorist groups and civilians. This book fills an important gap in the literature by conducting a careful and rigorous review of such evidence. It argues that decisions about the use of targeted strikes as a counterterrorism instrument, as well as legal and ethical evaluations of such use, must be informed by our best understanding of the insights that empirical evidence can provide on the effectiveness of strikes and the costs they impose on populations where they occur. Mitt Regan is McDevitt Professor of Jurisprudence and Co-Director of the Center on National Security at Georgetown Law Center, and Senior Fellow at the Stockdale Center for Ethical Leadership at the US Naval Academy. .

Abstract

This book analyzes major contemporary political and security problems in Central and Eastern Europe (CEE). Presenting case studies on various CEE countries, it highlights the persistence of non-democratic political trends in the region, with particular emphasis on authoritarianism in Belarus and the illiberal shift in the politics of Hungary and Poland. Also, the book examines the growing geopolitical and military rivalry between the West and Russia in the CEE region, which led to Russia's invasion of Ukraine. After addressing the increasing involvement of external entities such as NATO, the EU, the USA, Germany, France, and China, it highlights serious internal and external challenges to the democratic institutions and international security of CEE that call for new formats of multilateral cooperation to be established by the region’s countries. Abstract

This book explores the development of transatlantic policy on international terrorism and assesses the situation today. Abstract

Political shocks have come to be considered highly salient for explaining major changes to international politics and to the foreign policies of states. Such shocks can occur at all levels of analysis: domestically, dyadically, regionally, or globally. They range from political phenomena such as coups and wars to ecological catastrophes. These shocks are sufficiently disruptive to cause foreign policy makers to reconsider their foreign policy orientations and to contemplate major changes to their policies. In fact, some have argued that it is mostly through political shocks that fundamental policy change occurs in most states. No wonder then that political shocks are now increasingly part of the toolbox of considerations used by foreign policy and international relations scholars as they focus on understanding patterns of conflict and cooperation between states. Given the salience of political shocks to understand foreign policy change, this book brings together a group of both senior and more junior scholars whose previous work has shown substantial promise for moving forward theory and empirical analysis. Their combined efforts in this book highlight the value of multiple theoretical and empirical approaches to a clearer understanding of the nature of political shocks and their consequences for foreign policy and international politics.

Abstract

This edited volume reflects on some of the important discussions on the trends of governance, conflict and security in Africa. It explores some of the emerging concerns and offers a holistic understanding of the remote and immediate causes of the conflict and how the neo-colonial African states have been structured in a manner that makes violent conflict inevitable. The book thereby provides an overview of Africa’s security challenges and proffers some sustainable policy options for curtailing lawlessness and armed conflict on the continent. Literature is exhaustive about the nexus between governance, peace, and security; however, discourse on the impact of ‘new’ conflict on governance has been scant. Understanding these new trends has become a necessity and precondition for sustainable development, as reflected in both the African Union (AU) Agenda 2063 and the United Nations (UN) Sustainable Development Goals (SDGs).
